Licensing Program Analyst (LPA) Deanna Villagrana met with Director Angela Sanchez to deliver findings for the above allegation. LPA observed eight children with teacher Diana Berumen in the preschool room and six children with teacher Yesenia Nunez in the preschool playground.
Based on interviews conducted, pictures obtained and court documents, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. During and episode with child 1, former director Adrianna Castello was observed grabbing the child by the arm, upper torso area and moving the child from one location to another. As a result, the child received scratches on their body. California Code of Regulations Code 101223(a)(3), is being cited on the attached LIC9099D.
LPA discussed the requirements of AB633 with director Angela Sanchez and provided her the AB633 fact sheet and a copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224) and Angela Sanchez understands the requirements. Upon receipt, director Angela Sanchez shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months.
Notice of site visit was issued and must be posted for 30 days.

A written statement from owners and director Angela Sanchez must be submitted to LPA regarding how they will ensure staff understand personal rights regulations and what is acceptable and unacceptable. Director shall conduct a staff meeting regarding Personal Rights and have teachers sign a form stating they have received such training.
