Licensing Program Analyst (LPA) Pedro Solorio met with licensee Desiree Valdez for an unannounced annual inspection. LPAs explained the nature of today’s inspection to her. Present were licensee, Volunteer Maria Gutierrez and five day care children, three of which are infants. Maria Gutierrez is the licensee’s aunty and does volunteer work at the home. Days and hours of operation are Monday to Friday, 7:00am to 5:00pm. The adults that reside in the home are licensee, her husband, and two minor daughters.

A review of staff records on 03/05/2025 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee Desiree Valdez was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption prior to initial presence in a Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if the regulation is violated.

LPAs toured the indoor and outdoor areas during today's visit. There are barricades in the home blocking kitchen and hallway to rooms. Off limit areas inside the home: master bedroom/bath, two bedrooms and laundry closet. LPA observed a fully charged 2A10BC fire extinguisher, working smoke detector, working carbon monoxide, fenced backyard, and no bodies of water. Off limit areas outdoor: locked storage in the right corner of the backyard. Licensee states that there are no weapons in the home. Cleaning Products, toxic agents, medications, and sharp objects were inaccessible to children. Licensee has one dog that stays in the backyard and is vaccinated. Rabies vaccine was administered on 11/21/2024. LPA observed licensee has a current CPR and First Aid certification expiring 07/12/2026. Licensee has completed Mandated Reporter training on 07/31/2024. Volunteer Maria Gutierrez was tested for TB on 08/07/2024. Maria Gutierrez completed Mandated reporter on 08/11/2024 and has a current First Aid certification expiring on 10/01/2026.

LPA observed a current roster of the children and a fire and disaster drill log which was last completed on 01/09/2025. LPA reviewed nine children's files and observed all forms are completed. Licensee states day care is not insured. LIC 9227s and Infant sleep logs are in files. LPA discussed SB792 Immunization Requirements and observed licensee has immunization records on file. No IMS is administered by the facility.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Supervision of children was discussed with licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options and she understands that she cannot have more than eight children in the home at any time. Licensee understands if she transports children via vehicle, children cannot be left in parked vehicles unattended at any time.

LPA discussed the safe sleep regulations with Licensee Desiree Valdez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Desiree Valdez of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee Desiree Valdez was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE DESIREE VALDEZ confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Exit interview conducted and report was reviewed with the licensee Desiree Valdez.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
