On January 17, 2024, at 08:20am, Licensing Program Analyst (LPA) Zirbes and Cha conducted a follow-up complaint inspection to CSUSB Childrens Center. LPA met with facility representative Alexandria Chung. The purpose of the inspection was to deliver the findings for the above complaint allegation. The investigation included inspections of the facility, a review of facility records, confidential interviews with staff, parents and children.
On November 6, 2024, the Department received an allegation alleging, child 2 (C2) was mean and constantly took child 1 (C1) toys. Per information received unknown staff members treated C1 differently and did not address the behavior concerns. Confidential interviews reported similar consequences happen for all the children in attendance. Staff reported all children are treated equally and denied children are bullied or targeted. According to the staff interviews, when children present a challenging behavior the staff use verbal redirection, calming areas, and evaluate the classroom environment. Parents reported they receive written incident reports and verbal notification of their children’s behaviors and/or injuries.

LPAs review of facility records revealed staff was providing verbal redirection for challenging behaviors. LPA competed unannounced inspections on November 12, 2024, and January 17, 2025. LPA observed the staff was attentive to the children and did not observe violations of the children’s personal rights.
Based on the information obtained from LPA observation, record review and interviews, there is not enough evidence regarding the allegation alleging, staff did not intervene when a child bullied another child. Therefore, the allegation is deemed Unsubstantiated at this time. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.

Notice of Site Visit was given and must remain posted for 30 days. An exit interview was conducted with facility representative Alexandria Chung . Appeal rights and a copy of the report were provided to facility representative Alexandria Chung.
