On September 9, 2024, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed ninety (90) children in care and eight (8) facility representatives. The facility operates from 6:30 am to 6:00 pm. All adults are criminally cleared and are associated to the facility except one staff. Per representative, they are not sure why the employee is not associated but will complete the transfer forms to associate the employee today. LPA was able to associate the employee during inspection
Physical Plant: LPA observed five (5) clean and safe classrooms, telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings labeled in each classroom. Furniture, books, equipment, toys, and materials were age appropriate. The rugs inside the Preschool were observed with food stains. Per representative, rugs are cleaned daily, and steam cleaned monthly and due for cleaning. Drinking water is available inside the classrooms in the form of water pitchers and disposable cups. Sufficient napping cots enough for all children. The bedding is stored separately and per representative it is washed weekly. First Aid Kits backpacks were observed in each classroom. There is an Emergency Survival Kit Bin kept inside the supervisor’s office. Fire extinguishers were all full and green inside each classroom.The smoke detector and carbon monoxide detectors were not observed to test. Per representative, there is a fire inspection log that shows last inspection was: August 7, 2024, that tested the sprinkler system as operable.

Trash cans have secure lids. There is a sprinkler system inside the ceiling and fire pull switches observed on the walls near the exit doors and throughout the center. Activities, allergy list, and menus were posted in each classroom. Per representative, all surveillance cameras inside each classroom and outside are operable.

Bathrooms: LPA inspected four children's bathrooms. There are at least two to three toilets, and three to four hand washing sinks in each restroom that were functioning properly and age appropriate. LPA observed soap, toilet paper, and paper towels readily available. There are two Staff restrooms one in the hallway near the front entrance and the other one inside the preschool classroom. The two year old's bathroom had two toilets for potty training with diapers and wipes available and a changing table.


Kitchen: There is a clean, fully equipped kitchen with two refrigerators, two freezers, two microwaves, and four sinks. The facility provides breakfast, lunch, and afternoon snacks. Menus are posted. LPA observed an appropriate amount of food and snacks. The chemicals are not kept separate from the food. Cleaning supplies are kept in the kitchen under the sink LPA observed the cabinet unlocked. Per representative there are magnetic locks on the cabinet, and it remains locked, it was just not locked during inspection. LPA observe the locks work and it was locked during inspection. LPA observed the allergy list on a clipboard inside the kitchen. LPA observed 1% milk for the children.
Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed two separate play yards. The two-year-olds had a small play structure with three slides, wood chips cushioned surface with a rubber mat landing, bikes, and a canopy for shade. The Preschool play yard had two large play structures one with three slides, the other with two slides. Both had wood chips underneath and rubber mats for landing.

All play structures are securely anchored. There is a canopy for shade and a grass area for active play. All the playgrounds were observed to be free of debris. Drinking water is available in the form of a water igloo dispenser and disposable cups. There are no bodies of water on the premises. There was one storage shed observed locked with a padlock. There were four AC units that were gated around.
Other: Children and staff files were reviewed. All staff did not have current immunization's or health screening report inside their files. Per Representative, they have them they were not printed and placed in their files. The Current Pediatric CPR and First Aid (expires 7/26). Transportation is provided and medical policy reviewed. Disaster Drills: Fire/Earthquake current Fire drill last conducted (6/19/24) Earthquake drill was: (7/2/24) and Roster is current. Children are inspected for illnesses as they arrive. There is a separate room for isolation and care of ill children in the site supervisor's office. Staff/child ratios were observed- compliant, the sign in/out sheets for resource center were on a table and not completed by parents. Per representative, the parents sign in/out a digital kiosk. LPA observed a teacher alone with twelve children without all their teaching credentials. Per Representative, the staff is retaking classes and is normally an aide for the classroom and probably filled in for the teacher. The required postings were on the wall and the facility waiver was posted. Facility representative was reminded to access the Licensing website at www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates. Medications are stored inside the Director’s office in a locked box. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is brought and taken home by the parents daily or stored in the locked box inside the supervisor’s office. Medication is properly labeled and stored in its original container.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. State law prohibits baby walkers, bouncy seats, exersaucers, or any other items that fall into that category. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Childcare
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
