On April 14, 2026, Licensing Program Analyst (LPA) Joselito L. Del Mundo conducted a follow up complaint inspection to La Petite Academy. The purpose of the inspection was to deliver the findings for the above complaint allegation. Upon arrival, LPA met with the Assistant Director, Alyssa Bass, and was granted access to the facility. During this visit, LPA observed forty-two children inside the classroom and in the playground with four staff providing care supervision.

The investigation included interviews with children, parents, staff members, and the director, as well as a review of relevant documentation. Based on confidential interviews and reports obtained, it was determined that on March 4, 2026, a staff member (S1) inappropriately grabbed a child (C1) by the arm in the library area of the classroom.

S1 denied the allegation, stating that S1 grabbed C1 to prevent the child from falling. A review of S1’s personnel file indicated that a corrective action final written warning, dated March 9, 2026, was issued

Based on the information obtained, the preponderance of evidence standard has been met. It was determined that S1 violated C1’s personal rights by handling the child in a rough manner. Therefore, the allegation is substantiated.

A Type B deficiency was cited in accordance with the California Code of Regulations, Title 22, Division 12, Chapter 1, Section 101223 (Personal Rights), which requires that each child be treated with dignity in their personal relationships with staff and others.

An exit interview was conducted, and a copy of this report was provided to Assistant Director, Alyssa Bass along with Notice of Site Visit and Appeal Rights.

Per Assistant Director Bass, a meeting with the staff will be conducted today between 5:00 P.M. to 8:00 P.M. which will cover topics such as personal rights. Also, the staff members will undergo retraining regarding the personal rights of a child and will provide a copy of the attendance sheet for staff meeting and training to LPA.

Based on the interviews and reports provided, the facility did not comply with the section cited above when a staff member grabbed a child inappropriately by the arm which posed a potential Health, Safety or Personal Rights risk to persons in care.
