On January 22, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed six school aged children in active play and one teacher, and twenty-one (21) children arrived later, and another teacher was added to the classroom. The facility operates from 6:30 AM to 6:00 PM. All adults have a Criminal Record Clearance and are associated to the facility.
Physical Plant: LPA observed one clean and safe classroom for school aged children, the telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings that are labeled inside the classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classroom in the form of water pitcher and disposable cups. The First Aid Kit was observed in the classroom in a back pack hanging on the wall. The Emergency Survival Kit Bin is kept inside a back pack in the classroom. The fire extinguisher was observed near the bathroom it was full and the needle in is the green area. There is a sprinkler system inside the ceiling and the fire alarm switch was located near the exit door. Trash cans have secure lids. LPA observed five infants aged twelve months to sixteen months on cots during the inspection sleeping on their stomachs. Per representative, they can stand up in the cribs and put their leg up to climb over.

Bathrooms: LPA inspected the school age bathroom. There are two toilet stalls, and two handwashing sinks separate and outside the restroom that are all functioning properly and age appropriate there were no hazards observed. LPA observed soap, toilet paper, and paper towels readily available. Staff restrooms are in the preschool room that is located outside of the classroom.
Kitchen: There is a clean, fully equipped kitchen with refrigerator, two freezers, two microwaves, and four sinks. The facility provides breakfast, lunch, and afternoon snacks. Menus are posted. LPA observed allergy list posted on the refrigerator. LPA observed an appropriate amount of food and snacks and 1 % milk inside the refrigerator. There was yogurt as a dairy item inside the refrigerator that were expired and, on the menu, to serve this week. Per representative, food delivery was just delivered on 1/15/25 and the date the food was received was not checked. LPA observed stored items on the shelf that were expired. Per representative, they are noted by the manufactured date and are monitored once opened. The chemicals are kept separate from the food underneath the kitchen sink in a cabinet that LPA observed the cabinet to be unlocked and there were cleaning supplies left out near the sink on the counter and the floor observed during the inspection. Per representative, the kitchen is normally locked, and children do not go inside it was left open for Licensing to view.
Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed two areas for rest with shade. There are two large play structures with wood chips underneath and grass for play. Both structures are securely anchored. The playground was observed to be free of debris. Drinking water is available in the form of a water cooler and disposable cups. Per representative there are no bodies of water on the premises. LPA did not observe any bodies of water.

There is one storage shed observed locked with a pad lock and four AC units gated around and inaccessible.
Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid (expires: 6/9/2025). Transportation is provided and the medical policy was reviewed. Disaster Drills: Fire/Earthquake drills were current and both last conducted 1/10/2025 and Roster was current. Children are inspected for illnesses as they arrive. There is a chair for isolation and care of ill children in the front office. Staff/child ratios was observed to be compliant the sign in/out sheets are digital and electronic and readily available. The last fire inspection was 8/7/2024. Facility representative was reminded to access the Licensing website at www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates. Medications are stored in the front office in a locked cabinet. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is brought and taken home by the parents daily or stored in the office. Medication is properly labeled and stored in its original container. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Or LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
