25 | On March 23, 2023, Licensing Program Analyst (LPA) Zirbes conducted an unannounced case management inspection. LPA Zirbes met with facility representative Karla Munoz. The purpose of today's inspection was to conduct a case management inspection, and to notify the facility there has been a lead exceedance referred for an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility.
Palmdale Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test. Based on the records reviewed outlet (C) an outdoor drinking fountain within the Infant/Toddler outdoor play space has an ALE of 7.9000ppb. In addition, outlet (D) an outdoor drinking fountain within the Infant/Toddler outdoor play space has an ALE of 6.8000ppb.
The facility closed off outlets (C) and (D) on February 27, 2023. During this inspection LPA observed key locked covers place over outlets (C) and (D), therefore outlets (C) and (D) were inaccessible. Per written documentation received from San Bernardino School District, the facility plans to replace drinking fountain (C) and (D) which were identified as having lead exceedance. Per conversation with facility representative, when the children go outdoors to play potable water is available via a cups and a jug of water filled up from bottled water cooler inside the classroom. LPA completed interviews with two staff members (S1, S2) during this inspection. Each staff member reported, the outdoor drinking fountains (C,D) have not been utilized by the children in care. Staff 2 (S2) has worked at the Center since 2018. S2 reported since starting in 2018, the outdoor drinking fountains were not utilized. S2 reported jugs of water filled from the indoor water cooler are walked outside. LPA reviewed the facility history. The annual inspection conducted on February 6, 2020, indicated water jugs were brought out because drinking fountain was disabled.
Based on interviews with staff members and file review, outdoor drinking fountain (C,D) were not utilized for drinking water nor food preparation in the past or currently.
An exit interview was conducted with Facility representative, Karla Munoz .
