On September 10, 2024, at 09:10 a.m., Licensing Program Analyst (LPA) Zirbes met with the Facility Representative, Annabell Magana. The purpose of the inspection was to conduct an unannounced annual/random inspection. During the inspection, LPA toured and inspected the Infant/toddler program in accordance with the facility sketch. LPA observed a total of five infants, with two aides, and one teacher. A total of 10 toddlers with three aids were preset. Per facility representative, one teacher called out unexpectedly and the Center was in the process of securing a qualified substitute teacher. A additional qualified teacher arrived on site within the hour. Based on LPA observation and interviews the facility was in compliance with the staff/infant ratio and staff/toddler ratio and was not exceeding the approved capacity for the facility. The center operates 07:00 AM -05:30 PM Monday -Friday.

Indoor/Children's Area: The infant/toddler area consists of one classroom with separate spaces for the infants and toddler component, two infant/toddler bathrooms, one staff bathroom and an outdoor space.
Infant center is equipped with appropriate furniture and equipment, changing table and feeding table. Furniture is maintained in good repair and safe condition (age appropriate). LPA did not observe sharp points or edges, or small parts that could be swallowed. Per staff interviews equipment, toys and furniture are sanitized daily. There is one hand washing sink within arms length of the changing tables. No infant is left without supervision (visual), nor left unattended. Furniture and equipment were inspected for age appropriateness and good repair. Based on LPAs observations the toys and equipment were in good repair at the time of this inspection. Used diapers are put in a container with a tight fitting lid near the changing area. Each infant has container labeled with their name for the storage of personal items

LPA observed the cleaning compounds were stored on a high inaccessible shelf in the classroom and in a locked cabinet in the kitchen area. The building has central heating and air conditioning. The room temperature was comfortable at the time of this inspection. LPA observed combination carbon monoxide and smoke detectors in the center along with Fire Extinguishers. There is a working telephone on the premises. The facility maintains electronic sign in and out records. Based on LPA review the sign in/out sheets were current and accurate.

No smoking is allowed on the premises. LPA did not observe baby walkers or other prohibited play equipment on the premises.

Napping: LPA observed cribs and cots. LPA observed the crib mattresses were made of a cleanable vinyl material and were in good repair. The sleeping area is separated from the infant activity space. Sheets are cleaned and changed everyday or more often as necessary.
Other: Electrical outlets are inaccessible, there are no recalled and or prohibited toys or sleep/play equipment observed on the premises.
Restrooms: The Center has two children's restrooms and one staff restroom. Each child restroom had one toilet and one sink. In addition, the Center has two diaper changing tables. The areas were clean and sanitary during this inspection.
Outdoor: Outdoor play equipment was inspected for health, safety, good repair and age appropriateness. The outdoor play area is enclosed by a chain link fence. No hazards were observed at this time.
Infant File and Staff File Review: LPA reviewed a total of three infant files, two toddler files and five staff files. Per LPA review, staff 1 (S1) file did not contain documentation of the mandated reporter training. Facility representative confirmed S1 had started the mandated reporter training however had not completed the training. According to facility representative, S1 has been working at the Center since August 2024. LPA reviewed S2 files and observed S2 files did not contain documentation of the pertussis and measles vaccine. Per facility representative, today was S2 first days at the facility. LPA and facility representative discussed health and safety code, 1596.7995. Based on LPA review and information obtain through interviews, two advisory notices were issued.

LPA and Facility representative reviewed the LIC 311A Records To Be Maintained At The Facility.

LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records For IMS information see PIN 22-02-CCP. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication. Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-carecenters/.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated..

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/
safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
