Licensing Program Analyst (LPA) Maddox met with Linda Meza Acting Director and Tammy Esquivel Director for the purpose of conducting a case management inspection. There is also a licensed
PS(364801075) & SA(364801076) component at this location, each component maintained a physical separation. Staff are requesting to increase the capacity from 8 to 12 Infants. The hours of operation are
Mon - Fri from 6:30 am to 6:00 pm.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service was verified. Heating, lighting, and ventilation are adequate. There are cubbies for children's belongings. LPA observed age appropriate toys and materials.

During this inspection, LPA observed 4 cribs lined up along the back wall of the classroom, however, there was no barrier in place as required:

Section 101438.3 Indoor Activity Space for Infants
(b) Indoor activity space for infants shall be physically separate from space used by children in the child care center and school-age child care center components.
(2) Moveable walls or partitions, if used, shall be at least four feet high; shall be constructed of sound-absorbing material; and shall be designed to minimize the risk of injury to infants.

(c) The calculation of indoor activity space for infants shall not include space designated and used for cribs.
(1) The sleeping area for infants shall be physically separate from the indoor activity space. This separation shall be accomplished as specified in (b) above.

LPA measured the entire classroom which measured:
21.92 X 20.33 = 445/35 = 12
This is only a tentative measurement considering there is no barrier up.

Staff interviews reveal teachers are aware of the following:
  • Each infant shall be constantly supervised and under direct visual observation and supervision by a staff person at all times.
  • Staff shall physically check on sleeping infant(s) every 15 minutes
  • Infants up to 12-months of age need to be repositioned to sleep on their backs if Section C of the LIC 9227 has not been completed and they are observed in a different sleeping position.
a. If the infant’s Individual Infant Sleeping Plan [LIC 9227 (3/20)] does not have Section C completed, staff shall return the infant to their back for sleeping.

The Department does not prohibit the use of transparent walls and half walls allowing for constant visual and auditory supervision. The Department continues, however, to require a staff person to supervise by sight and sound through all phases of sleep at all times.
Drinking water is available inside the classroom; LPA observed smoke and carbon monoxide detectors, and fully charged fire extinguishers throughout the center.

LPA noted a Infant changing table that was maintained with a padded surface no less than one-inch thick and be covered with washable vinyl or plastic; raised sides at least three inches high; maintained in good repair and safe condition; and within arm's reach of a sink.
There's a staff bathroom located near the entrance area.

Outdoor play equipment was inspected for health, safety, cushioning material, good repair and age appropriateness. The area was observed to be free of debris with a shaded rest area. There are also "misters" on the yard for the extreme heat in this area, no bodies of water were noted.

*All Licensing reports are available for review on-line and are considered public information per Assembly Bill 2621 which added Section 1596.819 to the Health and Safety Code, to require the Department to post certain licensing information for CCCs and FCCHs on its public internet website.
*Parents sign children in and out via Sproutabout app and manually.

*Fire clearance has been received for a capacity of 12 infants, LPA unable to approve the requested capacity increase without the required barrier as aforementioned.

Notice of site visit was given and must remain posted for 30 days. No deficiencies noted as a result of this case management inspection.

An exit interview was conducted and a copy of the report was reviewed and signed by Tammy Esquivel.
