On February 13, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with the facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed seven infants in active care and two staff. The facility operates from 6:30 am to 6:00 pm. Monday through Friday. All adults working inside the facility have criminal record clearance and are associated to the facility.
Physical Plant: LPA observed one clean and safe classroom, telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings that are labeled inside the classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classroom in the form of water dispenser and labeled cups. LPA observed four cribs as napping equipment for children and cots. The bedding is stored separately and is washed weekly. The classroom had two emergency backpacks which are kept in hanging in the classrooms. First Aid Kits were observed in each classroom in the back packs. There is an Emergency Survival Kit Bin kept sealed inside the back packs and canned food and packed food inside the kitchen. Trash cans have secure lids. There is a sprinkler system inside the ceiling. The last fire inspection was conducted on 8/7/2024.

The menus posted for the infant classroom were not current for this week. Per representative, the menu person did not pass it around to all the classrooms. the temperature inside the infant room was sixty-eight degrees and comfortable. There was a changing table that was behind a gate. LPA observed a storage cabinet behind a gate with supplies, no chemicals. The bottles inside the refrigerator were labeled with the children’s names. The refrigerator was cold. The carpets were clean and per staff vacuumed daily and shampooed within the last two weeks and maintained every other month. There were some unused outlets that were not covered.

Bathrooms: LPA inspected the children's bathroom. There are one toilet and storage bins labeled for diapers. There was one small handwashing sink that is operable and two staff handwashing sinks. LPA observed soap and paper towels readily available. Staff restrooms are in the hallway outside of the classroom. The center supplies the diapers.


Kitchen: There is a clean, fully equipped kitchen with refrigerator, two freezers, two microwaves, and four sinks. The facility provides breakfast, lunch, and afternoon snacks. The menus posted were current for this week. LPA observed allergy list posted in each classroom and kitchen. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food. Cleaning supplies are kept in the cabinet under the sink locked and not accessible. Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed a small play structure with shade provided and a cushioned surface. All structures are securely anchored. The playground was observed to be free of debris. There is grass, wood chips, and concrete for active play. Drinking water is available in the form of a water pitcher and disposable cups. There are no bodies of water on the premises.

Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid (expires 7/10/2026). Transportation is not provided, and medical policy reviewed. Disaster Drills: Fire/Earthquake are not conducted the children are not age appropriate. The Roster is current with required information. Children are inspected for illnesses as they arrive. There is a separate area for isolation and care of ill children in the room and supervision is provided until the parent can pick up the child. Staff/child ratios were observed- compliant, sign in/out sheets are digital/electronic. Facility representative was reminded to access the Licensing website at www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates. Medications if provided are stored in a box inside the teacher’s classroom that is locked in a high cabinet. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is brought and taken home by the parents daily or stored in the backpack. Medication is properly labeled and stored in its original container.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. State law prohibits baby walkers, bouncy seats, exersaucers, or any other items that fall into that category.Incidental Medical Services (IMS) policy was discussed. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Or LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
