On December 16, 2024, at 11:50a.m.. Licensing Program Analyst (LPA) Kendal Zirbes met with Facility Representative Andrew Adjei. The purpose of the inspection was to conduct a Annual/Random inspection at the licensed facility. LPA disclosed the purpose of the inspection to facility representative. Upon LPA arrival there were zero children in care. While LPA was conducting the inspection 10 preschool children arrived to school. Present during today’s inspection were 10 preschool age children, one teacher and two aides. Based on LPAs observation the facility was meeting the capacity/ratio requirements during this inspection.
Indoor/Children's Area: The preschool program is operated out of a portable located on the Hunt Elementary School campus. The facility operates two session each day an AM session, 8:30 AM - 11:30 AM and a PM session 12:30 PM - 3:30 PM. Child care center was observed to be clean, safe, sanitary and in good repair; all outdoor and indoor passageways, stair ways, incline, ramps, open porches and other areas of potential hazard are kept free of obstruction; floors of all rooms have a surface that is safe and clean. Cleaning compounds were stored in a cabinet equipped with a lock. Therefore the cleaning products were inaccessible to the children in care. Zero poisons are stored in the classroom. LPA observed the furniture/equipment was in good condition. Classroom was free of flies, other insects, rodents. The classroom had tables and chairs to meet children’s needs. LPA observed the classroom had designated areas for dramatic play, art, writing, manipulates, library, science and a computer area. In addition, there was a carpet area for story/instructional time. Children's belongings are kept in cubbies labeled with the children's names. Trash cans for solid waste have tight fitting lids. Drinking water is readily available indoors and outdoors via a water cooler and cups. All materials and surfaces are toxic free, window screens in good repair and free of debris. LPA observed and tested the working carbon monoxide detector in the classroom. There was working telephone service within the classroom. There is an isolation area for children who become ill located within the classroom. The facility maintains a comfortable temperature at all times. Smoking is prohibited on the premises. LPA did not observe prohibited childcare items during this inspection. Report continued on page two

Firearms/weapons are not allowed or stored on premises. LPA did not observe bodies of water on the premises. Per facility representative, firearms/weapons are not allowed or stored on premises and there are zero bodies of water on the premises.
LPA reviewed the centers electronic sign in/out sheets. Per review attendance records were accurate at the time of this inspection.
Restrooms: There are two restrooms located within the classroom. Each restroom was equipped with one toilet and one sink. Bathrooms were equipped with curtain or a door for individual privacy. Restrooms were observed to be in safe and sanitary operating condition. Toilets and sinks are functioning properly and are age appropriate. LPA observed soap, toilet paper and paper towels readily available.
Food Service: One meal is provide to the children during each session. Meals are prepared by the elementary school cafeteria. Menus were posted in the classroom.
Napping
The preschool program only offers a half day program. Therefore, the children do not nap at the facility. The classroom has a designated areas for relaxation and quiet play.
Outdoor
LPA inspected the outdoor play space for health, safety, cushioning material, good repair and age appropriateness. The outdoor play space is shared with the kindergarten class on Hunt Elementary. LPA advised the facility representative to supervision the children as they walk from the classroom to the enclosed outdoor play space. The outdoor play space has one large play structure, a smaller climbing structure, tricycles, and tables/benches. A tree provides shaded area. There was rubber cushioning material under the play structure and the play structure was securely anchored to the ground. The area was observed to be free of debris at the time of this inspection.
Staff/Personnel Records
LPA reviewed five child records and three personnel files during this inspection. Per LPA review, child files were complete and contained all required documentation. Per LPA review and interviews, at the time of this inspection, zero staff members were on site who were trained in pediatric cardiopulmonary resuscitation (CPR) and pediatric first aid pursuant to Health and Safety Code Section 1596.866. Staff 1 (S1) completed a Basic Life Support CPR/First Aid course, Staff 2 (S2) completed CPR/First Aid through National CPR Foundation which is not a EMSA approved course and Staff 3 reported they do not have a CPR/Fist Aid certification. A Type B citation was issued, refer to LIC 809D.

LPA and Facility representative reviewed the LIC 311A Records To Be Maintained At The Facility.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
