On August 19, 2024, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed seventeen children in active play and six facility representatives. There are two classrooms #33 and #34. Classroom #33 operates from 7:45 AM to 10:45 AM for morning session and 11:30 AM to 2:30 PM for evening session. Monday through Friday. Classroom #34 operates from 8:00 Am to 11:00 AM and 11:45 AM to 2:45 PM. Monday through Friday.
Physical Plant: LPA observed two clean and safe classroom, telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings that are labeled in each classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classrooms in the form of water dispensers and disposable cups. There is no napping. Each classroom has a first aid backpack for the storage are kept in hanging in the classrooms. There is an Emergency Survival Kit Bin kept in a shed outside and it is locked. Fire extinguisher, smoke detector and carbon monoxide detector are operable. Trash cans do not have secure lids. There are five storage closets in each classroom observed locked. There is a small refrigerator for staff lunches. The activity plan was posted inside the classroom.

Bathrooms: LPA inspected the children's bathroom. There is one restroom for boys observed with two toilet stalls and three urinals, and two handwashing sinks. The girl’s restroom has five toilet stalls and two handwashing sinks, functioning properly and age appropriate there were no hazards observed. LPA observed soap, toilet paper, and paper towels readily available. Staff restrooms are in between the two children’s restrooms.
Kitchen: There is a clean, fully equipped kitchen that is used by the school. The facility provides breakfast, lunch, and it is brought into the classroom via food cart. Menus are posted. LPA observed allergy list posted in each classroom. LPA observed an appropriate amount of food and snacks and 1% and nonfat milk being served. The chemicals are kept separate from the food. Cleaning supplies are kept inside the classroom in a locked cabinet. Classroom #34 eats breakfast and lunch inside the cafeteria separate from other age groups.
Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed a swing set with eight swings and wood chips as a cushioned surface underneath. There is also a large climbing apparatus with wood chips underneath. Both structures are securely anchored. There is concrete and grass area for active play. The playground was observed to be free of debris. Drinking water is available in the form of a water fountain. There were three water tables as bodies of water on the premises that were observed empty of water but had sand and two storage sheds that were observed locked. There is an area for shade with benches.
Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid expires: 7/2025. Transportation is not provided, and medical policy reviewed. Disaster Drills: Fire was current completed 6/24 Earthquake was not current 10/23 and Roster was not current for view only in the Hubbe app. Children are inspected for illnesses as they arrive. There is a separate cot isolated for ill children that is moved near the supervisor’s desk until the parent can pick up the child.

Staff/child ratios were observed- compliant, sign in/out sheets are digital/electronic on the Hubbe app). Facility representative was reminded to access the Licensing website at www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates. Medications are stored in locked box inside the file cabinet in each classroom. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is stored in the locked cabinet and is properly labeled and stored in its original container.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. State law prohibits baby walkers, bouncy seats, exersaucers, or any other items that fall into that category.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Childcare.Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
