Licensing Program Analyst (LPA) Blanca Ruiz arrived at the facility to conclude an investigation into the above allegation, prior inspections were made on 02/06/23 and 03/08/23. LPA met with licensee, Teresa Ramos. This inspection was conducted in Spanish per Licensee's request. Interviews were conducted with relevant parties and facility records were reviewed during the investigation process. It was alleged that licensee is not properly securing children in an appropriate restrain system while transporting in a vehicle(s).
Information and documentation collected during the course of the investigation revealed that a child(ren) younger than 8 years old has/have been observed by multiple witnesses in the licensee's vehicle without a car seat or booster seat moving around in the back seat while the licensee's vehicle is in motion and/or parked outside school grounds.

A random group of children who attend the facility and/or are transported on daily basis to different schools were also interviewed and confirm understanding the importance to be buckled up in the licensee's vehicle but denied having a car seat or a booster in spite of their age.

During LPAs inspection only one car seat was observed in the vehicle but she transports more than 3 children at one time that required . As per California Law Requires:

Child(ren) interviewed revealed that they are all bucking themselves without the assistance of the licensee. Children are transported in a facility van and/or car.
