On April 9, 2024, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative (S1) who granted access. LPA and representative toured the facility inside and outside. LPA observed nineteen (19) children in active play and two teachers. The facility operates from 6:00 am to 6:00 pm.
Physical Plant: LPA observed two clean and safe classrooms, telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings (labeled) in each classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classrooms in the form of water dispensers and labeled cups. Sufficient napping (cots) for children. The bedding is stored separately and per Director, is washed weekly unless otherwise necessary. First Aid Kits were observed in each classroom (locked) on the wall. There is not an Emergency Survival Kit Bin. LPA recommended one be kept per Earthquake Preparedness checklist. Sprinkler system inside the ceiling, surveillance cameras observed, per Director, they are operable. No fire extinguisher, smoke detector, or carbon monoxide detector observed inside the classroom. There is a fire alarm pull switch in the hallway (near the front entrance) Exit doors are labeled. There are four activity cabinets (unlocked) stored with toys and materials. All trash cans have lid.

Bathrooms: LPA inspected the children's bathroom. There are two toilets and two sinks, functioning properly and age appropriate (no hazards). LPA observed soap, toilet paper, and two hand blower machines readily available. There is a changing table and diapers (labeled) for each child. Staff restrooms are in the hallway outside of the classroom near the front entrance.
Kitchen: There is a clean, fully equipped kitchen with refrigerator, freezer, oven, microwave, and sink. The facility provides breakfast, lunch, morning, and afternoon snacks. Menus are posted. LPA observed allergy list posted in each classroom and on the refrigerator. LPA observed an appropriate amount of food and snacks. There was frozen milk (expired 3/27/24). Per Director milk is taken out and used when needed. LPA recommended removal as the milk is considered expired once it thaws out. The chemicals and cleaning supplies are kept in locked hallway cabinet.
Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed play yard fenced all around with a large play structure that has two slides and one climbing slide with rubber mulch underneath for cushion. The structure was securely anchored. Age-appropriate Tricycles and large Lego blocks for play. There is a water table (observed empty). The playground was observed to be free of debris. Drinking water is available in the form of a drinking fountain inside the day care area. There are no bodies of water on the premises. There is one storage shed outside the fence (locked with key lock). There is camera surveillance and per Director, cameras are operable. The shaded area had small benches with tables.

Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid (expires 8/2025). Transportation is not provided, and medical policy reviewed. Disaster Drills: Fire/Earthquake current (12/23) and Roster (current). Children are inspected for illnesses as they arrive. There is a separate room for isolation and care of ill children inside the administration office until the parent can pick up the child. Staff/child ratios (observed- compliant), sign in/out sheets paper- not signed daily by parent/representative and pre-filled out. LPA recommended correction. Facility representative was reminded to access the Licensing website at: www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates. Medications are stored inside a locked cabinet in the administration office. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is brought and taken home by the parents daily or stored in locked cabinet inside the administration office. Medication is properly labeled and stored in its original container. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Or LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Facility representative was informed of the MyChildCarePlan.org website, a
consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
