On 05/27/2022 at 11:10AM Licensing Program Analyst (LPA) Giselle Carbullido conducted an unannounced visit regarding a complaint received concerning the above allegations. On 05/12/22 a previous visit was conducted regarding the complaint, on that visit interviews were conducted, records and photos were obtained. During this visit, additional interviews were conducted with staff and children and additional records obtained. LPA met with Assistant, Director, Victoria Ellis to further discuss the complaint allegation(s) and deliver findings.
The following was alleged: Staff allowed day care child to be held by another day care child while in care. It was alleged staff allowed a school age child to pick up, walk around and almost drop a preschool child. LPA interviewed 6 children. Children interviews reported they have seen school age children pick up preschool children in the Village; observed older siblings pick up younger siblings and play or move boxes for the babies (preschool). Children interviews also report school age and preschool age children are sometimes in the same classroom. Children interviews denied anyone being hurt or dropped.

LPA interviewed 7 staff. Staff stated preschool and school age children report to the Village for parent pick up at the end of the day. Staff interviews revealed older children have picked up younger children on different occasions to play/help during outdoor activity or when in the Village but deny anyone being dropped. Children and staff interviews disclosed although Staff tell children to “put them (child) down, children do not always listen. Both children and staff interviews acknowledged interactions in which school age children pick up preschool age children.

From interviews conducted it was revealed separate activity areas are not always maintained between the school age and preschool programs.

Based on interviews conducted, records review, and staff’s own admission the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED per California Code of Regulations, (Title 22, Division 12 ), See LIC9099D for cited deficiencies.

An exit interview was conducted, and appeals right discussed. A copy of this report, Notice of Site Visit and appeal rights were provided to Assistant Director, Victoria Ellis. This report must be made available to the public upon request for three years.
