On 04/26/2023, at the time listed above, Licensing Program Analyst (LPA) Justin Giese made an unannounced visit to the facility for the purpose of concluding a complaint investigation. Allegations of this complaint were received on 03/28/2023. LPA was granted entry to the facility and met with Director, Sandy Karge.

The following was alleged: Staff engaged in a verbal altercation in the presence of daycare child and Staff member yells at daycare children.

It was alleged a facility staff member interrupted a Child’s therapy session and engaged in a verbal altercation with the therapist and child’s authorized representative, regarding the usage of toys, books, and items within the classroom. Additionally, it was alleged facility staff was observed yelling at children in care. LPA was unable to obtain supporting information pertaining to the date of occurrence and statements from pertinent individuals stated to be involved in these allegations.

On 03/28/2023, LPA made an unannounced visit to the facility for the purpose of initiating this complaint investigation. LPA met with Facility Director, collected/reviewed documents and interviewed staff associated with the infant/toddler classrooms. It was stated by Director, and staff interviewed, the exact date of occurrence for the allegations was unknown, however; LPA recorded corroborating information from all individuals interviewed outlining an event that occurred sometime in late 2021.

Staff stated, during late of 2021, a child in care would regularly receive private therapy sessions at the facility. During these sessions, the child’s authorized representative and therapist would accompany the child and occupy an un-used classroom. Staff stated during these sessions, the child would use readily available toys, books, and items within the classroom.

Staff stated, on one occurrence, they informed the child’s therapist and authorized representative to place all items used during the therapy session in a designated area so the items could be thoroughly cleaned/sanitized before being utilized by others. Staff stated their interaction was informative, cordial, and deny they engaged in a verbal altercation in the presence of the child. Additionally, Director and all Staff interviewed deny a staff member has been observed yelling at children in care. LPA was unable to corroborate dates, locations or individuals involved pertaining to staff yelling at children in care.

There was conflicting information received during the investigation from what was alleged. This agency has investigated the complaint alleging staff engaged in a verbal altercation in the presence of daycare child and staff member yells at daycare children. Although the allegations may have happened, or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations is UNSUBSTANTIATED.

A NOTICE OF SITE VISIT WAS GIVEN. DIRECTOR WAS INSTRUCTED TO POSTED IT IN A PROMINENT LOCATION AT THE FACILITY. THE DIRECTOR UNDERSTANDS THAT IT MUST REMAIN POSTED FOR THE NEXT 30 DAYS.



An exit interview was conducted, A copy of this report and appeal rights were given to the Director on 04/26/2023.
