32 | LPA viewed video footage of the alleged incident. LPA observed two teachers in the classroom, with one teacher rubbing backs of children and one teacher cleaning. LPA observed a child put their hands down their pants; however, video isn’t clear whether the child had an object in their hands.
Based on interviews conducted and video footage viewed, LPA is unable to determine whether a child placed an object inside themselves. Therefore, the above allegation is unsubstantiated, meaning although the allegation may have happened, or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.
