On 05/21/2026, Licensing Program Analyst (LPA) Hanna Cha met with Licensee Heidi Marquez. The purpose of the visit was to deliver findings for the above allegations. At time of arrival, Licensee and two assistants were providing care and supervision to two infants, three preschool-age children, and one school-age child.

The investigation consisted of observations, record review, and interviews with the Reporting Party (RP), children, staff, and parents.

Concerning the allegation that the provider and adult in home engaged in inappropriate behavior in the presence of day care children, interview with Child #1 (C1) who was included in the complaint report, did not disclose any information regarding the incident. Interview with another school-age child did not disclose any information regarding the incident. Interviews with parents did not disclose any concerns regarding the provider and adult in the home.

Concerning the allegation that adult in home transports day care children to school. LPA verified fingerprint clearance, Mandated Reporter training, immunization records, and valid CPR/FA certification for adult in home. Interviews with children and parents did not disclose any concern regarding adult in home transporting children.

Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above allegations are the result of a personal rights violation. Therefore, the allegations are unsubstantiated.

A Notice of Site Visit was given and must be posted for 30 days.
