Licensing Program Analyst (LPA) Thompson-Miller met with the facility Director Silvia Aguilar. LPA conducted an One Year Required Inspection for the Infant Program in accordance with the facility sketch. A tour of the facility was conducted. Upon arrival LPA observed one classroom with a total of 4 infants. There were one teacher on the premises and the director. The center operates 4:30AM-7:00PM Monday through Friday. Incidental Medical Services (IMS) policy was discussed.

Indoor/Children's Area: Indoor activity space for infants is physically separate from space used by children in the preschool and school-age child care center components. Infant center is equipped with appropriate furniture and equipment including cribs, cots, changing table and feeding chairs. Furniture is maintained in good repair and safe condition (age appropriate). Toys are safe and LPA did not observe sharp points or edges, or small parts that could be swallowed. Per Director equipment, toys and furniture is sanitized daily. There is one hand washing sink within arms length of the changing table. There is another sink for bottle cleaning or used as needed. No infant is left without supervision (visual), nor left unattended. The facility is in compliance with the staff/infant ratio and is not exceeding the approved capacity for the facility.

The center is clean, safe, sanitary and in good repair, there are no potential hazardous areas observed (passageways), floors are clean and safe, cleaning compounds are inaccessible, poisons locked, furniture and equipment in good condition, play equipment are age appropriate. Each infant has own cubby, trash cans have tight fitting lids, drinking water is available, no toxic materials observed, no fireplace in the room, window screens in good repair. LPA observed the carbon monoxide, Fire Extinguisher and smoke detector in working condition. There is a working telephone on the premises, isolation area for ill children at the office area, room temperature is comfortable, First Aid Kit observed, sign in/out observed, COVID-19 protocol observed (temperature check), no smoking on the premises, no baby walkers or other prohibited play equipment on the premises.

Napping: There are cots for infants that can climb out of a crib. Each crib is used for one infant at a time, bedding changed daily or as needed, cribs and cots are arranged to allow staff to reach an infant without having to step over an infant. The changing table is padded with a washable plastic, in good repair, and is not located in the kitchen area. LPA observed cots in safe condition, sanitize after each use, cots spaced to have access to a safe walkway, bedding is not in contact with other bedding.

Infant Needs and Service Plan: LPA observed the Infant Needs and Service Plan in each infant file (updated quarterly).
Infant Food Service: LPA observed the individual feeding plan for each infant, high chairs and seating equipment in good repair. Food bought from home is labeled with infant name and date.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Outdoor: Activity space is physically separate from the space used by children in the preschool and school-age center component. The outdoor space is maintained in a safe condition and is free of hazards, cushion material to absorb fall. Center is free of flies or other insects and rodents.

Center has a shaded area, play ground free from hazards and debris, play structure has cushioning material, sandbox inspected daily, air condition unit is fenced.
Health Related Services: Medications when used are inaccessible to children, child name and date on medication, parent written consent as required.

Food Service: Food prepared and served in a safe manner, food preparation is completed in the kitchen, cleaning compounds are kept in the supply room (off limits), silverware are cleaned and sanitized after each use, refrigerator temperature in regulation, menu posted in kitchen and classroom, breakfast, snack and lunch are provided and as the infant feeding is necessary.

Staff and infant files were reviewed and documented. Medication – all medications are stored with child’s name and date. Sign in/out sheets are complete (if electronic document the system used).

Staff Records: LPA reviewed files for Director Qualifications, immunization, licensing forms (LIC9108, Mandated Reporter, LIC508, LIC308).

Facility Records: LPA observed the Roster to be complete and current, staff has current CPR/First Aid expire 5/20/2022, fire and earthquake drills are conducted monthly.

Posting Requirements: Center has required posting (waiver, license, PUB 393L, car seat law, emergency disaster plan, earthquake preparedness, lead poison).

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Any duly authorized officer, employee, or agent of the Department shall, upon presentation of proper identification, shall inspect the facility. The licensee/Applicant shall permit the Department to inspect the family child care home, and to privately interview children or staff, to determine compliance with or to prevent violations of family child care laws or regulations, also enter and inspect any place providing personal care, supervision and services at any time, with or without advance notice, to secure compliance with, or to prevent a violation.



No deficiency. A notice of site visit was given and must remain posted for 30 days. The report was read with Director. Exit interview conducted and report was reviewed with Director, Silvia Aguilar.
