NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On July 9, 2024, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed four infants in active care ages 5 months- 1 ½ years old and two staff. LPA observed infant in center of the floor with other kids playing around and staff in the area, but not near the child. The facility operates from 6:00 am to 6:30 PM. Physical Plant: LPA observed one clean and safe classroom, telephone service, heating, lighting, and ventilation. LPA observed a fan sitting on the floor in the doorway of the napping room. The AC unit was observed at sixty-six (66) degrees and temperature was cool. There are cubbies for children's belongings (labeled) in the classroom. Furniture, books, equipment, toys, and materials were age appropriate. The current menus were not posted in the classroom, but staff was able to provide. Drinking water is available inside the classrooms in the form of water dispensers and personal, labeled cups. Sufficient cribs for children. The bedding is stored separately and per Representative is washed weekly. Medication is inside the kitchen locked. First Aid Kits are kept the office. Per Facility Representative, there is no Emergency Survival Kit Bin, but there is water, blankets, and food stored at the facility for emergencies. Fire extinguisher, smoke detector and carbon monoxide detector are operable. Trash cans have secure lids. LPA observed seating for at least six infants and one small child inside the kitchen. Fire alarm pull switch observed near the front door entrance.

Bathrooms: LPA inspected the children's bathroom. There is one toilet and one sink, and a changing table. LPA observed soap, toilet paper, and paper towels readily available. LPA observed adequate diapers that were labeled with infants names. Per facility representative, the infant in care has formula and bottles that are supplied daily by their parent. LPA observed the infant’s backpack with formula and bottles. The staff restrooms are in the hallway outside of the classroom near the kitchen.
Kitchen: There is a clean kitchen with refrigerator, freezer, sink, dishwasher, stove, and trash with lid. The facility provides breakfast, lunch, and afternoon snacks. Menus were posted. LPA did not observe an allergy list. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food. Cleaning supplies are kept in the bathroom on a high shelf.
Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair. LPA observed two swings anchored with wood chips underneath. Shade is provided and there is concrete for active play. The playground was observed to be free of debris. Drinking water is available in the form of water dispenser and personal, labeled cups. There are no bodies of water on the premises. There are age-appropriate Little Tykes play toys, bike circle, and cars for active play. LPA observed push walk along toys and recommended removal. There was a trash can with a lid.
Other: Children and staff files were reviewed. There is a fully qualified infant teacher. The smaller infant in care has LIC 9227 form in files that does not indicate if child can roll. Current Pediatric CPR and First Aid (expires 7/2025). Transportation for infants is not provided. The medical policy reviewed. Disaster Drills: Fire drill was current last fire drill was 3/24. Earthquake drill was not current last drill conducted on 2/22. Roster is current. Children are inspected for illnesses as they arrive. If a child is ill, they sit at a small table separate from the other children isolated until the parent can pick up the child.

There is separate bedding for each child. Staff/child ratios were observed- compliant, sign in/out sheets are digital/electronic via ProCare app. Facility representative was reminded to access the Licensing website at www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates. Medications are stored in the main kitchen locked. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Per Facility Representative, the medication is brought and taken home by the parents daily. Per Facility Representative, the medication is properly labeled and stored in its original container.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. State law prohibits baby walkers, bouncy seats, exersaucers, or any other items that fall into that category.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Or LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative was informed of the MyChildCarePlan.org website, a
consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
