On January 9, 2025, Licensing Program Analyst (LPA) Zirbes conducted a follow-up complaint inspection to Neverland Childcare Center. LPA met with Licensee Chelsea Vinson. The purpose of the inspection was to deliver the findings for the above complaint allegation. The investigation included inspections of the facility, a review of facility records, and confidential interviews with staff, parents, and children.
The Department received an allegation alleging Staff 1 and Staff 2 failed to prevent C1 from self-harming on October 3, 2024. All interviewees confirmed C1 engaged in self-harm which included scratching face, arms, and legs, biting forearm and wrist, and hitting head on the floor and wall while enrolled at the Center. According to staff when C1 was observed engaging in self-harm, verbal redirection was immediately provided which ended the behavior. Per facility attendance records, C1 was not in attendance on October 3, 2024. However, on September 30, 2024, C1 attended the Center and per facility records, C1 engaged in self-harm at 10:40am, 11:20am, and 11:55am. C1 was picked up at 12:15pm. According to staff interviews, C1s parent was not notified of the self- harming behavior on September 30, 2024. All interviews confirmed medical attention was not required for the injuries. Additionally, facility records revealed, C1 engaged in self-harm on two previous occasions on May 14, 2024, and May 29, 2024. A parent conference was held on May 3, 2024, to address behaviors and provide the family with resources and put a behavior plan in place. Attendance records revealed C1 did not attend the facility from June 4, 2024, until August 15, 2024. When C1 was allowed back into care as a drop in, the Center did not reevaluate the behavior plan that was initiated in May 2024.
Based on the information obtained from record review and Interviews, there is not enough evidence regarding the allegation alleging, staff did not prevent daycare child from engaging in self-harming behavior. Therefore, the allegation is deemed Unsubstantiated at this time. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.

Notice of Site Visit was given and must remain posted for 30 days. An exit interview was conducted with facility representative Chelsea Vinson. Appeal rights and a copy of the report were provided to facility representative Chelsea Vinson.
