Licensing Program Analysts (LPA) Zirbes and Cha met with Facility Representative Zaray Ochoa for the purpose of conducting an unannounced Annual/Random inspection for the school age component. LPAs toured and inspected the facility in accordance with the facility sketch. There were zero school age children when LPAs arrived. During the inspection, six school age children arrived to the Center. The children were supervised by one teacher. In addition there were additional Administrative/Supportive staff on site. Based on LPAs observation the facility was meeting the capacity/ratio requirements during this inspection.
The center operates out of a one story building. The school age program consists of one classroom, three bathrooms, and an outdoor activity space. This center has an infant program (364844264) and preschool program (364844266). All three components utilize the following spaces: kitchen, staff office, staff break room, staff restroom, various storage areas and a garage. The program operates Monday thru Friday 6:30am -6:00pm In addition, the Center has two approved waivers regarding commingling and outdoor activity space.
Indoor/Children's Area: LPA completed a tour of the school age classroom. LPA observed tables and chairs, dramatic play area, library, television and art supplies. Cleaning compounds are stored in a locked cabinet near the kitchen and a bleach and water solution was stored in a high inaccessible cabinet in the classroom. The Center was free of flies, other insects, or rodents. Each classroom was equipped with tables and chairs to meet children’s needs. All play equipment and materials used by children are age-appropriate. Trash cans for solid waste have tight fitting lids. All materials and surfaces are toxic free. The fire place in the school age classroom was blocked off and was inaccessible. A functioning carbon monoxide detector was present in the dining area of the Center. The Center had working telephone service on the premises. There is an isolation area for children who become ill while in care. The facility maintains a comfortable temperature at all times.

Restroom: The school age program utilizes three restrooms, one is located in the classroom, the other is located in classroom 10 and the other restroom is located near classroom 4. Each restroom had one toilet and one sink. Restrooms were age appropriate and contained paper towels and soap dispensers. One additional restroom was available for the staff.
Food Service: There is a kitchen area used by all three components Chemicals were located in a locked cabinet and were separate from the food cabinets. Based on LPA observation today, the food was prepared and served in a safe manner. Menus were posted in the lobby and kitchen. Allergy lists are posted.
LPA observed an appropriate amount of food and snacks for children during the inspection. Per conversation with facility representative, the facility provides the school age children with a morning meal and one pm snack. When the school age children are on site for the entire day, two meals and one snack are provided. Water was readily available in the classroom via cups and a pitcher of water.

Outdoor: LPA inspected the outdoor play space for health, safety, cushioning material, good repair and age appropriateness. The Center has a large outdoor place space for the school age children. LPA observed, swings, slides, a large grass area, sand box and additional outdoor equipment for the children. The climbing structures were placed sand and were secured to the ground. At the time of this inspection, the outdoor activity space was off limits. Due to the recent winds a portion of the brick wall fell down. A temporary chain link fence has been installed, however construction materials are present. Per facility representative, all parents have been notified that the outdoor activity space is off limits and the Department was notified of the incident on 1.9.25. LPA advised the facility representative to notify the Department when the construction has been completed.
Napping: At the time of this inspection, zero school age children nap at the center. Quite time is provided.

Child/Staff File Review: LPA reviewed a total of five school age files and three staff files. Based on LPA review all files were complete and contained all required information.

Facility Records: LPA observed the Roster to be complete and current. A staff member was on site whom had current CPR/First Aid. Per documentation, the emergency drill was conducted in October 2024.

Posting Requirements: Center has required posting posted (license, PUB 393, LIC610, car seat law information).
Transportation: The facility does provide transportation. LPAs observed the facility van was clean.

LPA reviewed with Licensee the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
