Licensing Program Analyst (LPA), Samuel Lopez arrived at the facility to conduct a Case Management inspection to identify and measure the rooms assigned to the Preschool Program.
The days and hours of operation are Monday through Friday; 5:00am to 7:00pm.

LPA Lopez toured the facility and measured the rooms (Classrooms #104 and #108) that are assigned to the Preschool Program. Based on the measurements taken, the following was determined:

Preschool Indoor Activity Areas
LPA has determined that there is sufficient space to accommodate 47 children.
* Please note that there is a waiver for sharing school age classroom #114, which allows an additional 13 children, when school age children are not present. At that time, the total capacity allowed for preschool, when school age are not in classroom #114, is 60 children

Preschool Bathroom Fixtures
2 toilets and 1 urinal x 15 = 45 children (+ 1 toilet in classroom #114) = and additional 15 children
5 sinks x 15 = 75 children

Preschool Outdoor Activity Area:
LPA has determined that there is sufficient space to accommodate 92 children.

Limiting factor for Preschool capacity is the Fire Clearance (5/8/2019) previously issued and existing waiver for sharing classroom #114. Capacity was verified to be, as previously licensed, and limited to 60 children.

ยท A review of staff records on 5/3/2022 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

During today's inspection, LPA Lopez observed a child walk from classroom #108 to #102, without being accompanied by staff. Classroom #102, which is assigned to School Age children, was being utilized for Preschool children before being moved to their assigned classroom. As LPA Lopez continued to tour the facility, while in classroom #108, LPA Lopez observed a child in the restroom, without staff having direct line visual supervision. Minutes later, another child was observed heading to the restroom without staff knowledge until LPA Lopez brought it up to their attention.

LPA Lopez informed Assistant Director Melissa Kepner that this report dated May 3, 2022 document(s) (1) Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.



Also, LPA Lopez informed the Assistant Director Melissa Kepner to provide a copy of this licensing report dated May 3, 2022 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Licensee agrees to meet with staff and discuss better practices to assure children are supervised at all times. Licensee is to submit a copy of the agenda, regarding the topics discussed, along with a sign in sheet of staff present, to the Riverside Child Care Regional Office by 5/4/2022.
