Licensing Program Analyst (LPA), Samuel Lopez arrived at the facility to conduct a Case Management inspection due to the request submitted for an increase in capacity. The facility is requesting to increase the School Age Program capacity from 25 to 39. A Fire Clearance was granted on 9/8/2021 however, documentation was not received by the Riverside Child Care Regional office until 4/27/2022.

The days and hours of operation will be Monday through Friday; 5:00 am to 7:00pm.

LPA Lopez toured the facility and measured the rooms that are assigned to the School Age Program. Based on the measurements taken, the following was determined:

School-Age Indoor Activity Areas


LPA has determined that there is sufficient space to accommodate 41 children.

School-age Bathroom Fixtures
4 toilets x 15 = 60 children
5 sinks x 15 = 75 children

School-Age Outdoor Activity Area:
LPA has determined that there is sufficient space to accommodate 19 children.
(Waiver pending)

Limiting factor for school-age capacity is the Fire Clearance. School-age capacity is limited to 39 children.

- A review of staff records on 5/3/2022 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

- The Assistant Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

During today's inspection, LPA Lopez observed Preschool Children in classroom #102, which is assigned to the School Age children.

LPA Lopez informed Assistant Director Melissa Kepner that this report dated May 3, 2022 document(s) (1) Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.



Also, LPA Lopez informed the Assistant Director Melissa Kepner to provide a copy of this licensing report dated May 3, 2022 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Prior to approval of the increase in capacity the following will need to be submitted and approved:
1. Waiver for the playground, along with a schedule.

Exit interview conducted and report was reviewed with the Assistant Director Melissa Kepner.

Licensee agrees to meet with staff and discuss better practices to assure children are in their assigned classrooms only. Licensee is to submit a copy of the agenda, with topic discussed, along with a sign in sheet of staff present, to the Riverside Child Care Regional Office by 5/4/2022.
