Licensing Program Analyst (LPA), Samuel Lopez arrived at the facility to conduct a Case Management inspection due to the request submitted for an increase in capacity. The facility is requesting to increase the Infant Program capacity from 16 to 44. A Fire Clearance was granted on 9/8/2021 however, documentation was not received by the Riverside Child Care Regional office until 4/27/2022.

The days and hours of operation will be Monday through Friday; 5:00 am to 7:00pm.

LPA Lopez toured the facility and measured the rooms that are assigned to the Infant Program. Based on the measurements taken, the following was determined:

Infant Indoor Activity Areas


LPA has determined that there is sufficient indoor activity space to accommodate 56 children.

Infant Bathroom Fixtures
4 toilets x 15 = 60 children
6 sinks x 15 = 90 children

Infant Outdoor Activity Area:
LPA has determined that there is sufficient outdoor activity space to accommodate 27 children.

Limiting factor for infant capacity is the Fire Clearance. Infant capacity is limited to 44 children.

- A review of staff records on 5/3/2022 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

LPA discussed the safe sleep regulations with Assistant Director Melissa Kepner and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed the Assistant Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

- The Assistant Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies cited during today's inspection.



A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.



Prior to approval of the increase in capacity the following will need to be submitted and approved:
1. Waiver for the playground, along with a schedule
2. Waiver for napping of the older infants in the activity area
