On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection for a New License. Upon arrival, LPA checked in with the front office and met with Facility Representative Nancy Cruz. Applicant is requesting to be licensed for 24 pre-school children ages 3 through 5 in room 35. Hours of operation will be Monday - Friday 7:30 am - 3:30 pm with two sessions. AM session 8:00 am - 11:00 am and PM session 11:45 am - 2:45 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Nancy Cruz that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Nancy Cruz stated that they will be stored in the staff office within room 35, if the medication needs refrigeration it will be stored in the a locked box in refrigerator located in storage room. A fully equipped first aid kit is located in staff office. There is an operational carbon monoxide detector on site located in the room 35. All required licensing documents were observed posted in the entrance of room 35 and staff will have binder for parents when signing in and out. Staff will meet parents/guardians at school sites wrought iron gate a few 100 yards away from the PS classroom to sign children in and out for both am and pm sessions.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 922.46, which is sufficient to accommodate the requested capacity of 24 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a drinking fountain. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 06/20/2024.

LPA observed a total of 3 sinks and 2 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 24 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff office.

Facility will provide meals to the am and pm session from the elementary school sites cafeteria. The meals will be eaten in room 35. The kitchen area is located on the elementary school site grounds.

The facility currently has a fully fenced playground area. Fencing chain link that is at least four feet high. The total square footage for all the outdoor activity space is 3237.52, which is sufficient to accommodate the requested capacity. Shade is provided via Trees and structure overhang. The facility representative will be adding umbrellas to the two picnic tables located on the playground. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground, the structure does not have the ages listed on the structure, the facility representative will see about obtaining the information. The structure appears to be age appropriate for children being served and is properly anchored. The structure shows A Playcore Company Game Time Enriching Childhood Through Play. Additional wood chips need to be added to the fall zones, see corrections needed. Drinking water is available via igloos and disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



LPA reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Criminal Record Clearance - Child Care Centers:
Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The following corrections are needed prior to the issuance of the license:

1. Additional wood chips need to be added to the outdoor playground.
2. One of the stairs on the climbing structure has 3 spots with exposed rusted metal, proof of repairs to
the 3 spots shall be submitted.
3. Proof of the additional shade / umbrellas in place on both picnic tables shall be submitted.
4. A granted waiver for the outdoor playground will be needed.

Facility Representative Nancy Cruz understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
