Licensing Program Analyst (LPA) Sarina Ramirez conducted an unannounced visit to the facility to conduct a complaint investigation on the above allegation. LPA met with Administrators Alejandra and Richard Contreras, and discussed the purpose of the visit.

It was alleged that staff were exploiting residents in care. LPA conducted interviews with staff, residents, and outside parties regarding the allegation.

LPA interviewed four (4) residents. All residents stated that they are not being exploited by staff and reported being treated very well by both staff and the facility owners.

LPA also interviewed three (3) staff members, all of whom denied exploiting residents. Administrator explained that Resident #1 (R1) is alert and coherent and had requested the Administrator to retrieve personal belongings from R1’s previous residence.

Additionally, the LPA interviewed outside parties who confirmed awareness of R1’s request for the Administrator to collect these belongings. Outside parties stated that R1 is not being exploited in any way and is being treated very well at the facility.

Based on observation and interviews; there is insufficient evidence to determine staff are exploiting residents in care. Therefore, the allegation above is Unsubstantiated.

An Unsubstantiated complaint means, that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. An exit interview was conducted with Administrators Alejandra and Richard Contreras and a copy of this report was provided at the conclusion of the visit.
