On 03/22/2022 Licensing Program Analyst (LPA) Zirbes, conducted a Case Management inspection with Licensee, Georgette Leday. The purpose of the case management inspection was to assess the home for a capacity increase and ensure the facility meets basic licensing requirements set forth by Title 22, Health and Safety and statutory requirement. The licensee is requesting to provide care for a Large family childcare home (FCCH) for the capacity of 14 children. Fire clearance was granted on March 21, 2022. At the time of this inspection, two infants, and three preschool age children were present. The Licensee and adult 1 (A1) were providing supervision at the time of the inspection. Per licensee, residing in the home is licensee, adult 1, adult 2, and one minor child age 11.
The home is described as follows:
This is a two story home with four bedrooms, three bathrooms, family room, kitchen, playroom, backyard. Per Licensee the playroom, family room, kitchen, bathroom 1, and the backyard are utilized for childcare activities. The off-limits areas consists of: all bedrooms, garage and the entire second floor of the home. The second floor was inaccessible via the use of a child safety gate blocking the stairs. The bedroom doors and the garage door have been made inaccessible via the use of door locks. The home has a fireplace which was inaccessible at the time of this inspection. The home has central heating and air conditioning.
Indoor:
Playroom: This area is located to the left of the front door. The room had a table and chairs, a shelving unit with blocks, puzzles, and toys for a variety of ages. Licensee expressed a willingness to purchase additional materials as necessary for the ages and stages of the children who will be enrolled into the program. Educational posters were on the walls.
Living room: This area was furnished with a couch, fireplace and television.
Kitchen: All sharp utensils and cutlery, drawers and cabinets with plastic bags, and sharp items or small things children can swallow; were made inaccessible to children with child safety locks. The sharps were stored in cabinet above the microwave in an area inaccessible to the children. Report continued on page two

Kitchen continued: The refrigerator, dishwasher, stove, microwave, etc., are clean. The kitchen was clean, orderly, and free of hazardous items. The Licensee prepares meals and snacks from the children in care.
Outside: The outside play area was clear of chemicals and debris and the entire yard was fenced. There was a little tikes slide and a large climbing structure for children ages three and older. The climbing structure was placed on rubber mulch. The slide exits onto the cement however per Licensee, eight rubber mats are placed under and around the exit zone for safety.
Napping equipment: LPA observed four cots, three pack'nplays, and three mats. Per Licensee, the children nap in the playroom and dining area.
Electrical outlets: All unused electrical outlets are plugged in and made inaccessible to children.
Weapons or Firearms: Per Licensee, there are firearms in the home. The firearm and ammunition was observed during this inspection. Based on LPAs observation the ammunition and firearm were stored in separate locked containers and in accordance with the regulations.
Cleaning compounds In a cabinet above the refrigerator.
The smoke detector and a carbon monoxide detector tested operable.
Fire extinguisher (2A10BC) There was a fully charged fire extinguisher (2A10BC); which meets fire marshal standards.
Pet: No pets in this facility
The following was discussed with the licensee:
Licensee reminded that 100% supervision is required at all times to children in care. Licensee was made aware that it is he/her responsibility to know the regulations as well as anyone who assists in providing care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified
The regulation prohibits the smoking of tobacco in a private residence that is licensed as a family childcare home and in those areas of the family day care home where children are present (24/7 ban). State law prohibits baby walkers, bouncy seats, exersaucers, and any other items that fall into that category.

On January 1, 2018, or before March 30, 2018, a person who is a licensed childcare provider, administrator, or employee of a licensed child day care facility shall complete the online mandated reporter training and shall complete renewal mandated reporter training every two years. @www.mandatereporterca.com

**Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements
Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed childcare facility are aware of situations that present the greatest danger to children.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment

LPA reviewed with licensee the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

There were no deficiencies cited today. As a result of this inspection, the home does meet Title 22 Regulations. Capacity increase is pending final approval from the licensing program manager.
