Licensing Program Analyst (LPA) Cha and Zirbes met with Licensee Linda Brassfield who guided analyst on a tour of the home for the One Year Required inspection. The child care space includes the Daycare room, family room, backyard, dining room, kitchen and the bathroom located within the day care room. The off limits areas are all three bedrooms, two bathrooms (located down the hallway), laundry room, and living room. The off limits areas were inaccessible via doors and baby gates. Currently living in the home are the Licensee, and one adult. All adults are associated and have eligible clearances. Current days and hours of operation are Monday through Friday 6:00am to 6:00pm. When LPAs arrived LPAs observed two infants and two preschool children in care with the Licensee and staff member providing supervision.

Physical Plant: The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds, medicines and hazardous items that can pose a danger to children. LPA reminded licensee to ensure that all items labeled "keep out of reach of children" including all chemicals, poisons, medications, and cleaning compounds are inaccessible to children in all ages of care. Per recorded documentation Fire/earthquake drills was completed. The fire extinguisher was last serviced in the past year.

Safe and age appropriate toys, play equipment and materials were present. LPA observed a smoke detector and carbon monoxide detector in the home. Carbon monoxide detector was tested by LPA. The home has central heating and air conditioning, a portable heater was observed in the play room. The portable heater was not in use and was inaccessible to the children at the time of this inspection. Electrical outlets are inaccessible, no baby bouncers, saucer chairs, or any recalled and or prohibited toys were observed on the premises

Per Licensee, the family has one dog. Per Licensee the dog does interact with the child care children.

File Review:


LPA reviewed seven child files and three staff files. Per LPA record review, Staff 1 (S1) file was missing documentation showing Tdap immunization. A Type B citation was issued today, due to a Technical Violation being issued on 1/29/2024 for the same regulation. Licensee expressed that she was unaware of the missing documentation. During the inspection, licensee required S1 to provide proof of Tdap immunization. Per record review, S1 was hired on January 2025.
Per LPA record review, four out of five child files (C1, C2, C3, C4)which required proof of immunizations, did not include the PM 286 forms. A Technical Advisory was issued.
Per LPA record review, Child 1 (C1) file was missing LIC 9227. LPA discussed with licensee the requirement to have completed LIC 9227 on file for all infants 12 months and under upon enrollment. Licensee confirmed that LIC 9227 was not completed prior to admission. Licensee agreed to complete LIC 9227 for all infants 12 months and under moving forward.


Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Per Licensee, firearms are in the home. Based on LPA conversation with licensee, firearms are stored according to Title 22 regulations.

Per LPA observation and conversation with licensee, the exit doors are not equipped with single-action door handles. Licensee was advised to ensure that exit doors are equipped with hardware that allows doors to be opened from the inside of the home with a single push or turn of a door handle, per State Fire Marshall code effective December 2022. A Technical Violation was issued for this observation.

In the on-limit living room area, there is a open bar area. At time of observation, there were no children observed in the living room area. A safety gate prevented the children from entering the living room area. In the open bar area, LPA observed approximately ten alcoholic beverages and approximately nine unopened wine bottles on a opened shelf approximately two inches off the floor. When observation was discussed with licensee of potential hazard, licensee immediately ordered a child safety gate. Per licensee, the living room is used primarily for infants napping in crib. Based on LPA observation and discussion with licensee, a Technical Violation was issued.

Bathroom (located near the play room): Toilet, sink, faucet were clean and operable. The following were inaccessible: Sharp items, mouthwash, shampoo, razor, nail polish.
Outdoor: The entire back yard is on limits. During this inspection, the Licensee was utilizing the side yard for infants and pre-school children. The remainder of the backyard was inaccessible to infants and preschool aged children via a child safety gate. Per licensee, the remainder of the backyard is utilized only by school-aged children. LPA reminded the Licensee to continually supervise the outdoor play area due to blind spots as best practice. LPA observed one rose bush with thorns and one aloe vera plant with spikes in outdoor play area, accessible to school-age children in care. A gate approximately two feet tall separated the infant/preschool play area from the area for school aged children. LPA advised licensee to remove one rose bush and one aloe vera plant to prevent potential accidents. Licensee agreed to remove all plants with thorns and spikes. Licensee was also advised of the option to make area with plants off-limits by submitting an updated facility sketch to the Department.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Linda Brassfield confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.


One Type B citation, three Technical Violations, one Technical Assistance was issued at this time as a result of LPA observations, record reviews, and discussions with licensee.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the Licensee Linda Brassfield, along with Appeal Rights.
