The second allegation alleged that on an unknown date an unknown staff member made C1 and C2 eat on the floor from a dog dish, and told them not to tell anyone or the unknown staff member would do something to C1. Confidential interviews reported conflicting information regarding the allegation. The Licensee denied the allegation. On June 13, 2024, and June 24, 2024, LPA observed one puppy interacting with the child care children. LPA observed puppy bowls stored in the kitchen. Per record review, the kitchen is identified as an off-limit area of the home. However, on June 13, 2024, the kitchen and the puppy bowls were accessible to the child care children. LPA observed children eat at age-appropriate tables, with plates and utensils. During LPAs inspections, LPA observed the Licensee and staff 1 (S1) interacting with the child care children. LPA observed, Licensee and S1 speaking to the children in a calm voice, reading to the children, redirecting, and having a child take personal time when needed.
The third allegation alleged that on an unknown date, an unknown staff member gave C1 an unknown medication which was not prescribed to C1. Confidential interviews reported conflicting information as some interviewees reported the staff of the FCCH provided the children medication, which was not prescribed, and others reported medications is provided to the children with parental consent and doctor’s prescription. The Licensee denied the allegation and expressed zero medications have been provided to any child care children over the past year. On June 13, 2024, LPA observed one bottle of liquid prescription medication on the Licensees desk in the licensed space. All other medications were stored in an inaccessible hallway closet or in an off-limit bedroom.
Based on the information obtained there is not enough evidence regarding the allegations alleging staff made children eat puppy food, staff did not treat children with respect, and staff gave medicine not prescribed to children. Therefore, the allegations are deemed UNSUBSTANTIATED at this time. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
