Licensing Program Analysts' (LPA's) Maddox met with Rashon Reyes today for the purpose of conducting an announced Pre-Licensing inspection. This School age program is for children age 5 to 12 yrs., the hours of oper: Mon--5:00 am to 7:00 pm. The Preschool children will occupy 1 room in the center. Applicant is also requesting to add a Toddler option to this program. Applicant has also submitted applications for an Infant (367750053) and a Preschool component (367750051).

INDOOR ACTIVITY SPACE:

· The childcare center was toured and found to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors


· Floors of all rooms have a surface that is safe and clean
· A comfortable temperature for children shall always be maintained.
· Furniture and equipment are maintained in good condition, free of sharp, lose or pointed parts. There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities.
· Tables and chairs shall be provided to meet the needs of the children.
· Drinking water is readily available in the form of a water cooler.
· Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored and inaccessible to children.

· There are fully stocked first-aid kits in locations accessible to staff but inaccessible to children:
· The isolation is located in the office for any child who becomes ill during the day.
· LPA observed carbon monoxide detectors and smoke detectors throughout the facility.
· The center has a working telephone on the premises.
· Sign-in and out procedure will me manually at this time.
· The licensee shall be responsible for ensuring that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.

Napping: School age children will not nap but will be afforded quiet time.

RESTROOMS - there are 2 bathrooms located in the hallway, 1 bathroom is designated for Preschool children and the other bathroom will be used by toddlers during the day and for School age children after school . Both bathrooms have 1 toilet and 1 sink in each. All toilets, hand washing and bathing facilities shall be maintained in safe and sanitary operating condition.

OUTDOOR

LPA's observed a shaded rest area for the children.

The play yard was free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard.

As a condition of licensure, the areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls.

· There are no bodies of water on the premises

HEALTH RELATED SERVICES:
Medications shall be kept in a safe place inaccessible to children.
A refrigerator shall be used to store any medication that requires refrigeration.
Licensee has implemented a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. FOOD SERVICES


The kitchen was toured, and LPA informed applicant of the following:
· All food shall be selected, stored, prepared and served in a safe and healthful manner
· All foods or beverages capable of supporting the rapid and progressive growth of microorganisms that can cause food infections or food intoxication shall be stored in covered containers.
· Pesticides and other similar toxic substances shall not be stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored. Soaps, detergents, cleaning compounds or similar substances were stored in areas separate from food supplies.
· All kitchen, food-preparation and storage areas shall be kept clean and free of litter and rubbish; and measures shall be taken to keep all such areas free of rodents and other vermin.

Applicant is reminded of the requirement to report and unusual incidents and/or injuries to the parent/guardian and Licensing within the time frame specified by the regulation and on the form LIC 624B.

POSTINGS:

The licensee shall post signs at the entrance to the childcare center that provide the telephone number of the local health department and information on child passenger restraint systems pursuant to Health and Safety Code section 1596.95(g).

Each licensee shall have a disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available.

Measurements were as follows:

School age room: 19 X 14 = 266/35 = 8

Outdoor area: 50 X 30 = 1500/75 = 20

Bathroom: 1 bathroom with 1 toilet and 1 sink

Applicant is requesting a capacity of 10, there is an approved fire clearance for the requested capacity, however, with indoor measurements taken, center can accommodate a total capacity of 8 SA children.

Applicant was informed she must submit a request for a waiver to share the play yard with Toddlers and Preschool children.
