On February 9, 2024 at 11:46 a.m., Licensing Program Analyst (LPA) Zirbes met with the Administrator April Dogero. The purpose of the inspection was to conduct an unannounced required three year inspection. During the inspection, LPA toured and inspected the school age program in accordance with the facility sketch. At the time of this inspection there were zero school age children at the facility. The school age area consists of two adjacent classrooms (6, 11), one bathroom, and a outdoor space. The center also operates a Infant Center (#367750059) and Preschool Program (#367750057). All three licensed components utilize the kitchen, staff restroom, staff offices, laundry space, storage space and entrance. The center operates 6:30am-6:00pm, Monday through Friday.

Indoor/Children's Area: Indoor activity space for school age children is physically separate from space used by children in the preschool and infant center components. School age center is equipped with appropriate furniture and equipment. LPA observed a dramatic play area, with dress up clothes, board games, books, movies and tables/benches for school work and activities. Furniture is maintained in good repair and safe condition (age appropriate). Toys and materials were observed to be in good condition. LPA and Administrator discussed the staff/child ratio and based on the conversation the Center is meeting the capacity requirements and ratio requirements. The classroom had storage areas for the children to place their personal items and backpacks. Drinking water is available inside the classroom via individual cups and a pitcher of water. Families also provide individual water bottles for their child.
Per Administrator all chemicals and cleaning materials are stored in a locked closet within classroom 6, in the locked laundry room and under the kitchen sink. At the time of this inspection, LPA observed the chemicals were stored behind locked doors and were inaccessible. The building has heating and air conditioning. The Center was a comfortable temperature at the time of this inspection. LPA observed a carbon monoxide detector, fire extinguishers and an fire alarm system in the building. The Center has a working telephone on the premises. There is an isolation room for ill children. The classroom had a complete first aid kit.

Indoor/Children's Area continued: Smoking is prohibited on the premises. Teachers conduct daily inspection for illnesses. LPA did not observe prohibited childcare items during this inspection. Firearms/weapons are not allowed or stored on premises. LPA did not observe bodies of water on the premises.
Restrooms: The School age program has one restroom equipped with one toilet and one sink. The restroom provided the school age children with privacy. Restrooms were observed to be in safe and sanitary operating condition. Toilets and sinks are functioning properly and are age appropriate. Paper towels and soap were available to the children.
Meals: The Center provides breakfast and one afternoon snack when school is in session. Breakfast, lunch and one afternoon snack is provided when school is not in session. The Center has a kitchen on grounds where all meals are prepared. The kitchen was inaccessible via a locked door. All cleaning products were stored in areas separate from the food. Sharp items and cleaning products were inaccessible via the locked door. Menus were posted in the classrooms, kitchen and parent board.
Napping: The school age children do not nap at the Center however the children are provided with a mat to rest if requested by the child. Quite activities are provided.
Outdoor
LPA inspected the outdoor play space for health, safety, and age appropriateness. The School Age component has a separate fenced outdoor activity space from the preschool and infant components. The school age program has a large grass area with swings, tetherball various balls, and dramatic play equipment is available. At the time of this inspection, the outdoor activity space was under construction and was not being utilized. Per conversation with the Administrator the construction should be completed within the week. When engaged in outdoor play, water is accessible to the children via a pitcher of water and cups.
Transportation: The facility provides transportation to and from school. LPA inspected the facility vehicle, a seven passenger van. LPA observed booster seats were available.
Child/Personnel Records
LPA reviewed five child records and four personnel files during this inspection. Per LPAs review child an personnel records were complete and contained all required information.

Facility Records
LPA and Facility representative reviewed the LIC 311A Records To Be Maintained At The Facility. LPA observed the disaster drill log (last drill completed in October 2023), and sign in/out records.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.
