Licensing Program Analyst (LPA) Maddox conducted an announced visit today and met with Latasha Kelly, Director for the purpose of conducting a Pre-Licensing inspection for a Preschool/Toddler option component. The hours of operation will be: Mon through Friday from 7:00 am to 5:30. Applicant is requesting licensure for 60 preschool children ages 2 - 5 yrs (Toddlers ages 18 mos - 36 mo.) During this inspection, LPA measured 4 classrooms designated for PS/Toddler children (Rooms #A-5 & A8; A9; B3). The anticipated opening will be 8/28/2023.

INDOOR ACTIVITY SPACE:

· The child care center was toured and found to be clean, safe, sanitary, and in good repair to ensure the safety and well-being of children, employees and visitors


· Floors of all rooms have a surface that is safe and clean
· A comfortable temperature for children shall always be maintained.
· Furniture and equipment are maintained in good condition, free of sharp, lose or pointed parts. There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. Tables and chairs were present to meet the needs of the children.
· Drinking water is readily available bottled water will be available pending results for water lead testing. Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored and inaccessible to children (stored in high cabinets. Janitors closet

· There are fully stocked first-aid kit(s) in locations accessible to staff but inaccessible to children:
· The isolation is located in the office for any child who becomes ill during the day.
· LPA observed operable carbon monoxide detectors and smoke detectors(hard wired). Fire extinguishers are located throughout the facility and fully charged.
· The center has a working telephone
· Sign-in and out procedure will be done via app - MSign
· The licensee shall conduct a wellness check to ensure that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.
OUTDOOR

LPA observed a shaded rest area for the children (Easy-ups for now until new structure is in place)

The play yard was free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard. As a condition of licensure, the areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls (rubber matting). Water bottles and water pitchers with disposable cups, pending outcome of water lead testing). There are no bodies of water on the premises

RESTROOMS

There is a bathroom located in each classroom, each bathroom has 1 toilet and 1 sink directly outside of the bathrooms. All toilets and hand washing facilities shall be maintained in safe and sanitary operating condition.

Staff bathroom- there is a staff bathroom located in the entrance area which will also be used as an isolation bathroom.

SUPERVISION:

Applicant/Licensee shall ensure no child is left without the supervision of a teacher at any time, Supervision shall include visual observation.

TRANSPORTATION:

Center will not provide transportation

CHILDREN’S RECORDS:


Applicant is aware of the forms required for children's records.

NAPPING

· Mats will be used for napping and shall be maintained in a safe condition.


· Each mat shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child.
· LPA informed applicant Cots or mats should be wiped with a detergent/disinfectant weekly or when soiled or wet.
· Bedding/Linen will be stored in cubbies outside of the classroom.

HEALTH RELATED SERVICES:

A refrigerator shall be used to store any medication that requires refrigeration.

Applicant has implemented a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given.

Applicant is reminded of the requirement to report and unusual incidents and/or injuries to the parent/guardian and Licensing within the time frame specified by the regulation and on the form LIC 624B.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. FOOD SERVICES

Snacks and Lunches will be provided by the School's Nutrition Service daily.

· Trashcans, including moveable bins, shall have a tight fitting cover that is kept on; shall be in good repair; and shall be leakproof and rodent-proof.


· There is a refrigerator available to store any medication that requires refrigeration.

Fire Clearance has been received for the requested capacity of 60 children.

Needed Prior to Licensure: Center needs to be set up to receive children. LPA noted there are supplies still in boxes and some items in the hallways need to be picked up/removed. Applicant will send in pictures of classrooms set up and hallways cleared prior to accepting children.
