25 | On October 19, 2023, at 09:10 a.m., Licensing Program Analyst (LPA) Kendal Zirbes conducted an unannounced case management Lead Testing/Exceedance inspection for the purpose of notifying the facility there has been a lead exceedance referred for an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility. LPA met with facility representative Narcisco Aguilar. LPA disclosed the purpose of the inspection and was granted entry into the facility. 25 preschool children were present during the inspection. Per conversation with facility representative Narcisco Aguilar, the facility opened in September 2023. The Center was issued a preschool license on August 28, 2023.
Palmdale Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test. Based on the records reviewed outlet (F) an indoor sink faucet in the toddler classroom A9 had an ALE of 11.00, outlet (G) an indoor drinking fountain located in entranceway had an ALE of 6.400, outlet (I) an indoor bubbler located in the entranceway had an ALE of 5.900, outlet (K) an indoor drinking fountain located in preschool classroom B3 had an ALE of 7.000, outlet (M) an indoor drinking fountain in preschool classroom B3 had an ALE of 15.000, and outlet (N) an indoor faucet in preschool classroom B3 had an ALE of 45.000.
Per conversation with facility representative, outlet (F) and outlet (N) will only be utilized for hand washing purposes. At the time of this inspection, (F) had a locked cover placed over the handle. Per information received from facility representative and LPA observation outlets (K), (M), and (N) are located in building B. Building B is not being utilized at this time and has not been utilized at all since the Center was issued the initial license. LPA observed drinking fountain (K) was covered with a locked cap during this inspection therefore, the outlet was inaccessible to the children in care. Furthermore the door leading to building B was locked and therefore outlets (K), (M), and (N) were inaccessible to the children in care.
