On December 5, 2025 1:40 p.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced inspection to conclude the complaint investgation related to the above allegation. LPA met with Facility Representative, Priscilla Laguna and toured the faciity. At the time of the inspection, there were 9 napping day care children being supervised by 1 staff member.

During the course of the investigation, interviews were conducted with the reporting party, Licensee Representative, Facility Representative, staff members, day care parents and day care children.

It was alleged that staff yell at day care children. Facility Representative and staff denied yelling at the children in care, stating that they utilize verbal redirection to manage challenging behaviors. Facility Representative also stated that she provides classroom support to staff when children require additional assistance. However, all five (5) children interviewed stated that staff yelled at them when placing them in “time out” and discribed the staff as "being mean".

Based on the information obtained during the investigation, it was determined that staff yelled at day care children, the preponderance of evidence standard has been met to support the personal rights violation, therefore the allegation is determined to be SUBSTANTIATED.

California Code of Regulations, Title 22, Division 12 & Chapter 1, one Type B deficiency is being cited on the attached LIC 9099D.

A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted and this report was reviewed with the facility representative, Priscilla Laguna.

Facility Representative stated she has conducted informal training meetings with the staff regarding personal right. Facility Representative stated she will submit a written statement describing the topics and number of meeting she has conducted to department no later than 12/12/2025.

Based on interviews, the licensee did not comply with the section cited above when staff yelled at children while placing them in time-out which posed a potential health and safety risk to persons in care.

On December 5, 2025 at 1:40 p.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced inspection to conclude the complaint investigation regarding the above allegation. LPA met with Facility Representative, Priscilla Laguna and toured the facility. During the inspection, there were 9 napping day care children being supervised by 1 staff member.

During the course of the investigation, interviews were conducted with the reporting party, licensee representative, facility representative, staff members, day care parents and day care children.

It was alleged that staff do not treat children with dignity and respect. Facility Representative and staff denied the allegation and stated they have not observed or witnessed any staff mistreat children in care. Based on interviewed conducted no disclosures or supporting evidence to corroborate the allegation was obtained and statements provided were conflicting.
