On 11/18/2021, Licensing Program Analyst (LPA) Michelle Hood and Licensing Program Manager (LPM) Cynthia Gray arrived to conduct an unannounced inspection to deliver complaint findings for the above-listed allegation. Upon arrival, LPA and LPM met with Director and toured the facility. There were 15 children with two staff present in classroom #1 and seven children with two staff in classroom #2 at the time of inspection.

Based on interviews, it was determined on undetermined dates, at least two staff were observed and heard telling a child they were busy in a demeaning and disrespectful voice tone that they were too busy to assist the child. Another staff was observed and heard making humiliating comments towards a child in care.

The preponderance of evidence standard has been met, therefore the allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 & Chapter 1, are being cited on the attached LIC 9099D. Exit interview was conducted with the Pastor John Roamer and Director Martha Prysock.

On 11/18/2021 at 1:35 pm, Licensing Program Analyst (LPA) Michelle Hood and Licensing Program Manager (LPM) Cynthia Gray arrived to conduct an unannounced inspection to deliver complaint findings for the above-listed allegation. Upon arrival, LPA and LPM met with Director and toured the facility. There were 15 children with two staff present in classroom #1 and seven children with two staff in classroom #2 at the time of inspection.

During the course of the investigation, interviews were conducted with the daycare parents, daycare children, staff, and director. During interviews, it was stated staff assist children as needed, if one staff can not assist a child another staff steps in to assist the child. It was stated one time a staff walked away before providing a child water; however, another staff stepped in to ensure the child's cup was filled.

Due to conflicting statements obtained during the course of the investigation, the above allegation is found to be UNSUBSTANTIATED meaning that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. The Pastor was provided appeal rights (LIC9058 01/16) and their signature on this form acknowledges receipt of these rights. Provided Notice of Site Visit. LPA observed that LIC 9213 was posted. No deficiencies cited. An exit interview was conducted with Pastor John Roamer and Director Martha Prysock.
