Facility management immediately contacted the pest control company to schedule an inspection for December 15, 2022. Meanwhile, between December 6 - 15, 2023, facility staff indicated that remedy treatments were conducted on December 20, 2023, December 28, and January 13, 2024. In addition, staff purchased encasements for all the mattresses, and the infested mattresses were replaced with new mattresses. Facility staff thoroughly cleaned all the floors, surrounding sleeping areas, and furnishings of the entire facility. Facility maintenance removed all bedding and put it in bags, washed and sanitized all bedding. On January 16, the Department conducted a tour of the facility that included a full inspection of clients’ rooms, clients’ beds, and bathrooms which revealed no signs of bed bugs. During the inspection of the rooms, it was observed the bed mattresses were clean and had new encasements. In addition, all the mattresses had clean mattress covers and bed sheets. There were no fabric-covered chairs observed next to the beds in each of the rooms. During interviews, staff and clients indicated that they had not observed bed bugs in the clients’ rooms or any other areas of the facility since the initial incident on December 6, 2023. Staff also indicated that clients had not observed nor expressed concerns regarding bed bug bites. Lastly, review of a purchase agreement, facility management has contracted for a complete fumigation to be conducted by a professional pest control company on February 9, 2024. Clients and staff will be relocating to a local motel during the fumigation period.
Based on observations, interviews with clients, outside sources, and review of pertinent records including licensing incident reports, purchasing receipts, and review of daily tasks performed by staff, there was insufficient evidence found to support the allegation that facility staff did not treat bedbug infestation. Due to a lack of evidence, the allegation is deemed to be unsubstantiated. A finding that is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
An exit interview was conducted with the House Manager Quintero, to whom a copy of this report and Licensee's Rights (LIC 9058 03/22) were provided at the conclusion of the visit. |
