32 | The facility currently has three separate outdoor play areas (two for preschool children and one for their toddler program). LPA informed Director that children must be escorted to and from the playground, and that staff must always maintain direct supervision to ensure the health and safety of all children. The toddler playground (EHS Playground) measured at approximately 1,073 sq. ft., sufficient for only 14 children at one time. Facility is requesting to be licensed for 20 toddlers. A playground waiver to share the toddler playground at different times in the AM and PM due to limited space shall be requested by the facility and approved by CCL prior to licensure. The total preschool outdoor play areas (HS Playground 1 and 2) measured at approximately 8,007 sq. ft., sufficient to accommodate requested capacity. Director stated that when the preschool children are playing on the HS Playground 1, all doors that lead to the church remain closed and that staff maintain extra supervision so that children do not enter the church areas and walk up and down the 3-4 steps that lead up to certain doors. All outdoor play areas were observed to be fully fenced via a mixture of vertical metal fencing and chain-link fencing. All outdoor play areas for both the toddlers and preschool children had age-appropriate toys and play equipment and had turf under play structure, sufficient to sustain a fall. Drinking water is readily accessible inside and outside the classroom via water jugs and refillable water cups provided by the facility. Director is reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. |
