On the above date and time, Licensing Program Analyst (LPA) Kelly Gerth conducted an unannounced visit and met with Escondido Community Child Development Center (CCC) Assistant Director Nikita Parks and provided the purpose of the inspection, to deliver the findings from an investigation of the above stated allegation, received by CCL on May 21, 2026.
Regarding the allegation The licensee does not take measures to keep the facility free of rodents. On May 22, 2026 LPA Gerth conducted a visit to the CCC to initiate the investigation. During the visit, LPA conducted confidential interviews with staff, toured the facility, took observations within classrooms and collected evidence pertinent to the investigation.
During the course of the investigation, evidence obtained indicated that the CCC maintains a contract with a pest control company that performs monthly pest mitigation and maintenance services. The CCC also provided documentation of recent duct-cleaning services during which pest-related issues were addressed, as well as invoice records from an air-conditioning service provider that inspected attic insulation and addressed pest-related concerns.

On May 22, 2026, LPA Gerth conducted interviews with staff. Interviews conducted revealed that when pest-related concerns were reported to supervisors, corrective action was generally taken. However, staff indicated that follow-up communication regarding the actions taken were not consistently provided, resulting in some confusion and concern for both employees and children in care. Following initiation of the complaint investigation, the CCC contacted the Public Health Department to obtain guidance regarding the reported pest issues. Documentation provided by the CCC demonstrated that the recommendations made by the Public Health Department have been followed. Therefore, at this time there is not a preponderance of evidence to prove the alleged violation did occur, therefore the allegation is UNSUBSTANTIATED.
An exit interview was conducted with Assistant Director Nikita Parks and a copy of this report and Notice of Site Visit was provided. Director was also reminded Notice of Site Visit must be posted for 30 days
