On 9/29/2022 at 2:25 p.m., Licensing Program Analyst, Joelle Redding, met with Director, Karissa Riddle, for the purpose of an unannounced annual inspection. There were 71 children present with 13 teachers in 9 rooms as follows: Room 101: 10:1; Room 102: 10:1; Room 103: 9:2; Room 104: 8:1; Room 105: 8:1; Room 106-closed; Room 107: 8:2; Room 108: 8:2; Room 109: 102: and Kinderprep portable: 12:2. Facility is within ratio and capacity.

LPA toured the facility. The rooms were clean, orderly and a comfortable temperature during this visit. Adequate ventilation and heating are available. The furniture, books, games and toys are safe, age-appropriate and in good repair. There is a variety of activities available throughout the day. All required forms were posted. All storage containers and trashes have tight fitting lids and are in good repair. Children bring their own lunch and the facility provides snack. Snack menu is posted, changes are recorded and menus are stored for 30 days. Food is of proper quantity, quality and meets nutritional requirements. There is kitchen near the Director's office which is clean and sanitary. Food has been stored separately from any chemicals or cleaning products. Drinking water is readily available. Napping equipment is sufficient for each child, bedding is stored separately, and cots are disinfected after use. Facility has ensured that there is adequate space between cots for easy passage and that they are not blocking entrances or exits. Hand washing and toileting areas are in a safe, sanitary and operating condition. Any waste water used to clean is being discarded after use. Medications are kept in emergency backpacks, inaccessible to children. Poisons, disinfectants, cleaning solutions and other items that are dangerous to children have been made inaccessible. There is no evidence of rodent or insect activity.

Outdoor play area is fully fenced with sufficient cushioning and adequate shade. Age appropriate playground equipment and outdoor surfaces are in a safe condition with any equipment securely bolted to the ground. Portable water is used outdoors. There are no firearms or ammunition on the property.

LPA reviewed sign in/out sheets, a sample of personnel records and a sample of children's records. There is at least one staff present with current CPR and First Aid certification. Facility is reminded the Mandated Reporter Training is to be retaken every two years and can be accessed at the following website: www.mandatedreporterca.com.

Children are evaluated upon entry and monitored throughout the day for signs of illness. The isolation area for ill children awaiting pick up is the near the front desk or with Director's Assistant. The facility has sufficient Personal Protective Equipment (PPE). Reporting requirements for positive Covid-19 results in children or staff were discussed to include contact with County Department of Public Health for guidance (619-692-8499) and Licensing (619-767-2248) to report the unusual incident.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Services are/are not in place today

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensing is reevaluating the preschool's access to the YMCA's indoor pool facility, that, while not in the preschool building, is on property and indirectly accessible to children. A plan will be developed, meeting regulation, that will address the situation and ensure the health and safety of the preschool children in care. the double doors are kept locked but but the others are not. Across the courtyard in the building adjacent, there are two sets of double doors to the pool area that are not locked. This is a potential hazard to children in care. There is not always staff at the front but Director states that there are always lifeguards near the pool itself.

Updated LIC 610 and LIC 500 was requested at this visit. No changes to the parent handbook since the last annual visit.

Director states that they will establish a formal plan to safeguard the facility and submit a request for a waiver if the regulation fencing/pool cover is not an option. This will be done by the plan of correction date of 10/28/22. In the meantime, supervision will remain in place and temporary alerts will be implemented. Director states that there are two lifeguards in the pool area at all times.
