Licensing Program Analyst (LPA) Hannah Rodgers conducted an unannounced visit to deliver findings regarding the above complaint allegation. LPA introduced themselves and disclosed the purpose of the visit to Program Director Claudia Munoz & Assistant Program Director Eric Wilson.

On 02/07/2025 it was alleged that the licensee is not meeting staff-client ratio requirements. The Department’s investigation consisted of an unannounced facility visit, interviews with facility staff, outside sources, and records review.

According to the allegation, the staff to client ratio was 1 staff to 17 clients. On 02/07/2025, LPA received photos that showed 16 clients in the Recreational Room. The photos collected did not display the entirety of the room.

During the investigation, multiple staff interviews revealed that clients are separated based on the levels of care. Clients who rely on staff to perform all Activities of Daily Living (ADL) are located in the Multi-Purpose Room (MPR). The MPR consistently has two staff present, while the remaining classrooms’ staff depend on the client census of the day.

Interview with Program Director Munoz revealed that there are ten clients enrolled who rely on staff to perform all ADLs, of which seven to eight are in attendance daily. Program Director Munoz confirmed that of these clients in care none have a specified ratio requirement for staff by San Diego Regional Center (SDRC). The records reviewed by LPA did not reveal a specified staff ratio requirement set in place by SDRC and the clients who rely on staff for all ADLs are located in the MPR.

On 02/12/25 at 11:33 AM, LPA accompanied by Program Director Munoz toured each classroom in the facility. LPA observed one (1) staff member to seven (7) clients in the Culinary Skills room, three (3) staff members to twenty (20) clients in the Cafeteria & Kitchen room, one (1) staff member to seven (7) clients in the Recreation Room, and two (2) staff members to six (6) clients in the MPR. LPA observed communication between staff via handheld radio when coverage for a classroom was needed.

Based on interviews, direct LPA observations and records review, the investigation did not yield a preponderance of evidence to conclude that the licensee is not meeting staff-client ratio requirements. Based on the foregoing, the allegation is unsubstantiated. This finding means that although the allegation may have happened or may be valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. An exit interview was conducted with Program Director Munoz & Assistant Program Director Wilson , to whom a copy of this report and the Licensee/Appeal Rights (LIC9058 03/22) were provided.
