Licensing Program Analyst (LPA) Marisela Garcia-Centeno conducted an unannounced Required 1-Year Visit. LPA met with Administrator, Luis De La Rosa and discussed the purpose of the visit. All staff present have a current criminal record clearance.

According to the facility’s license, there may be a maximum of fifty (50) clients at any given time at the day program site, all of which must be ambulatory. No clients were present at the day program site during today's inspection. The Administrator is going through the process of getting approved with the San Diego Regional Center. The program setting is geared towards behavioral modification for adults who have developmental disabilities and are ambulatory.

The expected day of operation is no earlier than November 1, 2024, and no later than January 1, 2025. The program is aimed to educate/teach young adults with developmental disabilities through hands-on purposeful activities that can benefit their lives and mental health through urban agriculture. All activities will be in an outdoor setting. The facility does feature a secured perimeter wiith no delayed egress doors.

LPA, accompanied by the Administrator, toured the interior and exterior of the day program facility. The hours of operation will be 9 a.m. to 1:30 p.m. Doors, windows and screens, sinks, and toilets were in working order. Hand hygiene supplies and Personal Protective Equipment were present. The facility had sufficient space and equipment to facilitate meetings and client activities.


No pools or bodies of water were observed on the premises. Per the licensee, no firearms or ammunition are kept at the facility. Smoke alarms, carbon monoxide detectors, emergency lighting, and facility telephone were all working. Fire extinguisher(s) were purchased within the last 12 months. First aid kit(s) along with the manual were complete and readily accessible.

LPA interviewed staff present; all staff have criminal record clearance. LPA observed the area available for storage of client and staff records. No client records were available for review as the facility is not in operation as of today’s visit. All staff records were digitized. LPA performed an online staff personnel record review. Required licensing postings were observed in visible areas of the facility. Staff First Aid certificates were current, (June 24, 2026). The administrator certificate is still on the pending list.

No deficiencies were observed or cited during today's visit.

An exit interview was conducted with Administrator, Luis De La Rosa, to whom a copy of this report, and the Licensee/Appeal Rights (LIC9058 03/22) were provided during the visit.
