On 6/26/25 at 11:30 AM Enforcement Analysts (EAs) Adrian Mangina and Mila Quinto arrived for an unannounced inspection of Absolute Senior Home Care. The business's posted office hours are Monday to Thursday, 10:00 am to 3:00 pm. The doors were locked, and the office was dark. EAs Mangina and Quinto made every attempt to contact Licensee, Gabriela Padilla by phone, text and email. Ms. Padilla did not respond until an hour later. She stated she was, "in the field and unable to come to the office". A phone call made to Designee Anna Gunn went unanswered. EAs were unable to complete an inspection at this time due to the Licensee and/or designee failing to show up for the inspection.


H&S code is being cited on the attached HCS 809D report. A copy of this report, along with the HCS809-D form, was emailed to the Licensee along with a copy of the HCS9058 Appeal Rights form

Authority to Visit HCOs: A duly authorized officer, employee, or agent of the department may, upon presentation of proper identification, enter a home care organization during posted business hours, with or without advance notice, to secure compliance with, or to prevent a violation of, any provision of this chapter or any provision promulgated under this chapter.

Enforcement attempted to conduct an inspection at 11:30 AM on Wednesday June 26th, 2025, during posted business hours and the office was closed. Licensee did not respond to Enforcement Analyst calls for 75 minutes and then refused to return to the office that day, a finding which poses a potential health and safety risk to persons in care.

Inspections and Investigations; Oversight Responsibilities; Abuse Cross-Reporting: An investigation or inspection conducted by the department pursuant to this chapter may include, but is not limited to, inspection of the books, records, or premises of a home care organization. A home care organization’s refusal to make records, books, or premises available shall constitute cause for the revocation of the home care organization’s license.

A home care organization’s refusal to make records, books, or premises available shall constitute cause for the revocation of the home care organization’s license. The Licensee was not present and did not to return to the HCO during posted business hours, making the HCOs records unavailable to the EAs for the unannounced visit. This poses a potential health and safety risk to persons in care.
