On the above noted date and time, Licensing Program Analyst's (LPA's), Diana Brasel and Griselda Castellon conducted an unannounced Case Management inspection for an Increase in Capacity. Upon arrival, LPA met with Licensee, Sejal Patel. Licensee requested to be licensed for 123 preschool children ages 2 through 5 years of age in preschool rooms 1, 2, 3, Twaddler A, B and Prepper. On today's visit the licensee provided an updated LIC 200A for a capacity of 120 preschool children due to toilet limitations. Hours of operation will be Monday - Friday 6:30 am - 6:30 pm. Present during today’s inspection were 55 children with 8 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Licensee Sejal Patel via this report that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPAs continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 8093.42, which is sufficient to accommodate the requested capacity of 123 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered pitcher water, disposable cups, children's personal water bottles and drinking fountains. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 09/23/24 for 108 preschool children.

An updated Fire clearance was sent to reflect the updated capacity request of 120 preschool children from the LIC 200A dated 12/16/2024.

LPA observed a total of 14 sinks and 8 toilets available for children’s use. There are sufficient toilets to accommodate the updated requested capacity of 120 children.

The facility currently has a fully fenced playground area. Fencing vinyl and chain link, which is at least four feet high. The total square footage for all the outdoor activity space is 9344.56, which is sufficient to accommodate the requested capacity. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a water sprinkler activity area with a drain. Drinking water is available via children's personal water bottles and disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Licensee was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Criminal Record Clearance - Child Care Centers:


Licensee was reminded via this report that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

MyChildCarePlan.org--Child Care Centers and Family Child Care Home:


Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following is needed:



1. Prior to increasing the facility capacity from 107 to 120 preschool children an updated fire clearance
is required. An updated fire clearance was submitted to the fire department on 12/16/2024.
2. All holes on the playground designated as basket ball on the yard sketch shall be filled in with dirt.

A notice of site visit was given to Director Evelyn Harper and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

An exit interview was attempted with the Licensee, Sejal Patel. However, the Licensee refused to sign the report on todays date, did not read the report, and instructed the Director Evelyn Harper to not sign the report.

A copy of the report was provided to the Director Evelyn Harper on this date.
