On 3/20/2025, at 09:20 AM, Licensing Program Analysts (LPAs) Keely Messerschmidt and Jesse Gardner conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPAs met with Director Miriam Moreno as they are requesting to increase their capacity for infant children from 18 to 44. Upon completion of today’s visit, the facility measured for an increased capacity of 21 infant children in classroom Infant #2. An updated LIC 200A was requested, to reflect the new requested capacity of 39 total children.

Hours of operation will be listed as Monday through Friday 6:00 AM – 6:00 PM. Present during today’s inspection were (17) children with (5) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director Miriam Moreno that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities.

LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured for classroom Infant #2 was 736.34 square feet, which is sufficient to accommodate the requested capacity of 21 additional children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available indoors and outdoors via filtered water and children bring their own individual water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on February 20, 2025.

LPA observed a total of (2) sinks and (1) toilet available for children’s use. Currently insufficient to accommodate the revised capacity request of (39) children, due to Infant #1 and Infant #2 needing a second sink.

The facility currently has a fully fenced playground area. Fencing that is chain link that is at least four feet high. The total square footage for all the outdoor activity space for added Infant #2 classroom is 798.89, which is sufficient to accommodate a capacity of 11 children at a time. Shade is provided via tree vines. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is adequate cushioning in fall zones provided by artificial turf. LPA observed all hazardous items on the playground to be inaccessible to children. Director Miriam Moreno was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Infant #1 and Infant #2 need an additional sink prior to license changes. A license for (39) children will be granted upon a final file review. The requested increase from 18 to 39 infant children in room Infant #2 will be submitted for review.



A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview was conducted and report was reviewed with Director Miriam Moreno.
