Regarding the allegation “Unqualified staff are allowed to provide care and supervision to children in care”, it was alleged that preschool assistants at the facility do not have Early Childhood Education (ECE) units and are left alone with children. Nine (9) of nine (9) staff interviewed indicated staff to children ratios are maintained as required. Staff #1 (S1) was identified as the only preschool assistant. A review of records indicated (S1) does have the minimum required ECE units and is currently enrolled to continue education.
Regarding the allegation “Staff yelled at children in care”, it was alleged that a new lead preschool teacher yelled at children during nap time. Through interview, LPA was able to identify Staff #2 (S2) as the newest teacher at the facility however, they are designated under the facility’s infant license. Nine (9) of nine (9) staff interviewed indicated they have never observed or heard S2 yell at any children at the facility. Five (5) of five (5) children interviewed indicated they have never been yelled at while at school nor have they ever observed another child being yelled at while at school.
Regarding the allegation “Facility emergency exit doors are in disrepair”, it was alleged that the facility exit doors are rotting and/or in disrepair and that staff have had trouble fully opening the doors to evacuate the children during evacuation drills. LPA observed the exit doors to be made of of wood and metal/glass and were not in a state of rot or disrepair. LPA did observe that the metal/glass exit door did require more effort to open. Nine (9) of nine (9) staff interviewed indicated they did not have any trouble opening the doors.
Although the allegations may have happened or are valid, there is no preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated. An exit interview was conducted, and this report was reviewed with and provided to Director Moreno. Appeal Rights were also discussed and provided. An LIC 9213- Notice of Site Visit was also issued and must remain posted near the main entrance for 30 days. Non-compliance with posting will result in a $100 fine. This report must be accessible to the public for three years. |
