On 07/16/2021 Licensing Program Analyst (LPA), Susan Brewer arrived at the facility, for the purpose of conducting a case management inspection at the request of the licensee, to provide technical assistance for a submitted application to increase capacity, to determine the designated napping area and to reconfirm encumbered space. LPA was greeted by Director Edith Kircher, and granted entry into the facility. An annual inspection was conducted on 07/06/2021, which included measurements of the infant indoor and outdoor activity areas for a request to increase capacity. LPA toured the infant center, inside and out. The following was observed: Normal Days and Hours of Operation are Monday through Friday from 6:30AM to 6:30PM. A census was taken of 9 infants/toddlers, supervised by 4 staff. The infant Center is designated in Building 3 and consists of 3 rooms. Also, located in building 3 is the Kitchen, storage room, staff room and staff restroom.

The following measurements were taken and confirmed:

Infant Indoor Activity Areas in Building 3
Bldg 3: Designated Infant Napping/SE Room (separate unusable space): 12.75 x 7.92 = 100.98 sq. ft.
Infant Rooms for Non-Mobile, Mobile and South space = 730.19 - (7.60 encumbered) = 722.59
Total indoor activity space: 722.59 divided by 35 = 20 children

Infant Indoor Activity Areas
LPA has determined that there is sufficient space to accommodate 20 children for the Infant Non-Mobile, Mobile and Infant South Space in building #3.

Infant Outdoor Activity Area:
Infant Outdoor Activity Area = 1,110.50 - (10.84 encumbered) = 1,100.06
Total outdoor activity space: 1,100.06 divided by 75 = 14.67
LPA has determined that there is sufficient space to accommodate 15 children.

Limiting factor for infant capacity is 20, due to the 722.59 square footage determined as usable space on 07/06/2021 and re-confirmed on 07/16/2021. Infant capacity is limited to 20 children.
  • LPA observed sign-in and sign out sheets to be in compliance.
  • Infant/Toddler sleeping logs were up to date
  • Staff and children's ratios and capacity were observed to be in compliance.

The Director Edith Kircher, confirmed that there are no Registered Sex Offenders living in the facility and/or using the facility address for their mailing address. E. Kircher, also stated there are no fire arms, ammunition or other dangerous weapons stored at the facility.

A pre-licensing interview was conducted by the LPA with Director Edith Kircher as technical assistance to review of the application for increase of capacity as part of this evaluation. The licensee is asked to update the following documents, if applicable, and submit to licensing within 30 days:

1. Updated LIC200A Application
2. LIC 610 Emergency & Disaster Plan
3. LIC 309 Administrative Organization
4. LIC215 Application information for to match the LIC309 Administrative Organization
5. PARTNERSHIP AGREEMENT, ARTICLES OF INCORPORATION, OR ARTICLES OF
ORGANIZATION. Board Resolution to support the LIC309 Administrative Organization and Board meeting minutes.
6. LIC 308 Designation of Administrative Responsibility (only if changes have been made)
7. Update Director's Packet

Once all corrections have been made, with proof sent to licensing, an application to increase the capacity with maximum capacity of 20. As agreed upon by the applicant, all corrections are due within 30 days. If not received within 30 days from the date of this report, the application will be denied. An exit interview was conducted and a copy of this report was provided to the applicant on this date.
