On April 14, 2022, at 10:32 a.m., Licensing Program Analyst (LPA), Cindy Hamilton met with Learning Jungle Escondido Preschool (CCC) Designated Facilitator Paige Eusebio to deliver the findings for the above stated allegations.  During the investigation, LPA Hamilton conducted interviews with three of five children and four staff.  LPA Hamilton and LPA Nasha King conducted a health and safety inspection of the CCC on February 16, 2022 and no safety concerns were noted.  LPAs obtained and reviewed the facility’s class rosters, Unusual Incident Reports (UIRs), and other pertinent documentation.

On February 14, 2022, Community Care Licensing (CCL) received information stating that drinking water was not provided to day care children and staff do not wash their hands. Regarding the allegation, drinking water was not provided to day care children, it was alleged that on February 1, 2022 from 9:15 AM to approximately 11:30 AM, children were outside with no access to drinking water and one child was denied water. On February 16, 2022, LPAs Hamilton and King conducted a health and safety inspection at the CCC and observed an orange water cooler on the playground on a cart with disposable cups.

In addition, on March 17, 2022, LPA Hamilton observed the same water cooler with water and cups on the playground with children present. LPA Hamilton also observed another cart with sippie cups filled with water for the children. Confidential interviews resulted in conflicting information being provided to LPA. Confidential interview disclosed that one child was denied water because the child spills water everywhere and another child denied due to the child having urinated on self. Other confidential interviews disclosed that none of the children have ever been denied water and the children have access to water whenever they want it. LPAs also observed a bottled water dispenser in the Room #2 that is accessible to all teachers.

Regarding the allegation staff do not wash their hands, it was alleged that on February 1, 2022, S2 was not observed to have washed S2’s hands or many of the children’s hands prior to serving the children lunch. Confidential interviews resulted in conflicting information being provided to LPA. A confidential interview disclosed that S2 did not wash hands prior to serving children lunch after returning from the playground; whereas other confidential interviews disclosed that teachers and children wash their hands throughout the day. Confidential interviews disclosed staff and students wash hands prior to lunch, before and after diapering or using the restroom and after coming inside from the playground. Also, on March 17, 2022 it was observed by LPA Hamilton teachers and children washing their hands after using the restroom and upon entering the classroom from the playground prior to lunch.

Based on confidential interviews, the allegations that drinking water was not provided to day care children and staff do not wash their hands, may have occurred, however are not supported or proven by evidence. Therefore, the allegations are unsubstantiated. A copy of this report, appeal rights and Notice of Site Visit were provided to Director.

The Notice of Site Visit was posted by the Director prior to LPA leaving the facility and the Director was reminded this notice must be posted for 30 days.
