25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for Eccles Family Childcare on September 9, 2026, at 11:25 AM. LPA met with Licensee Julia Eccles, who guided LPA on a tour of the home. Upon arrival LPA conducted a census, confirming there were 9 children present with Licensee and one assistant. Licensee Eccles confirmed that 12 children are currently enrolled, including part time.
The facility operates Monday through Thursday 8:15AM- 4:15PM, serving children birth 12 years old. Children primarily utilize the outdoors backyard, equipped with fruit trees, garden beds, covered sandbox and educational areas. Off-limit areas include Master bedroom, laundry room, attached garage and side yards. Off-limit areas utilize child safety locks and lockable doorknobs, making these areas inaccessible to children. The facility is licensed as a large FCCH with a maximum capacity of fourteen (14) children and is operating within the capacity listed on the license. Children were observed to be eating snack, transitioning indoors for nap time and playing with peers outdoors.
During the inspection, LPA observed Licensee to be interacting with children providing homemade Popsicles and then reading stories to transition children down for nap. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. All hazardous items, including toxins, are stored securely and are inaccessible to children. No weapons are present, and the Licensee, Julia Eccles understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations.
