On July 13, 2022 at 1:10 p.m. Licensing Program Analyst (LPA) Leilani Curtis conducted an unannounced case management inspection in reference to the Licensee’s request for an increase in capacity. Upon arrival LPA met with Director Karyne Begin and proceeded to tour the facility. There were 40 napping children with 3 staff members present. Appropriate ratios were observed. Staff members have the required background clearances and are associated to the facility.

The facility is currently licensed for a capacity of 48 children. The Licensee requests to increase capacity to 60 children which will include 36 preschool children ages 3-5 years old in rooms 1, 2 and 3, and 24 toddler children ages 18-36 months in rooms 5, 6, and 7. The following classrooms were previously measured as follows:

Room 1: 410 sq. ft. of indoor space.
Room 2: 410 sq. ft. of indoor space.
Room 3: 410 sq. ft. of indoor space.
Room 5: 251 sq. ft. of indoor space.
Room 6: 333 sq. ft. of indoor space.

During today’s inspection LPA measured the following classroom:

Room 7: 409 sq. ft. of indoor space.

The total preschool indoor space (rooms 1, 2 and 3) is 1,230 sq. ft. and will accommodate 35 children. The total toddler indoor space (rooms 5, 6 and 7) is 993 sq. ft. and will accommodate 28 children. LPA observed a total of 10 sinks and 6 toilets available for the children to use. A fire clearance for a capacity of 60 children was granted on 6/28/22.

The licensee is in the process of building a playground at the facility. A playground waiver is currently in place to use Richmar Park located at 110 Richmar Avenue, San Marcos, CA 92069 for outdoor activities. This waiver expires on 7/28/22. Director Begin provided LPA with a request for a playground waiver extension. LPA advised Director Begin that the waiver request will be reviewed by Community Care Licensing management for approval.

No deficiencies are cited.

Prior to licensure the following correction will be made:

The director will send LPA photographs of Room #7 equipped with furnishings, equipment and activities suitable for children ages 18-24 months. Once the correction has been made a license for a capacity of 59 children to include 35 preschoolers and 24 toddlers will be sent for posting.

An exit interview was conducted with the director and appeal rights (LIC 9058 1/16) were discussed. A copy of this report as well as a copy of the appeal rights were given to the director at the conclusion of the inspection. The director’s signature on this form acknowledges receipt of these rights. LIC 9213 NOTICE OF SITE VISIT FORM IS REQUIRED TO BE POSTED FOR 30 DAYS. LPA observed the director post notice of site visit.
